Position: Director of Social Services

Definition

Under direction, plans, manages, and administers the Medical Social Services Program(s) for Kern Medical.

Distinguishing Characteristics

The Director of Social Services is assigned to Kern Medical and is a management level position, requiring application of effective management practices and skills in planning, organizing, coordinating, and directing the activities of the Medical Social Services Programs.

Essential Functions

  • Plans, organizes, and directs daily operation of the Medical Social Services Department.
  • Oversees Behavioral Health interventions provided by Medical Social Service staff.
  • Oversees and reviews the selection, training, and placement of personnel for the Medical Social Services Department.
  • Verifies that staff is adequately documenting, in patients’ medical records, the social services work that has been provided.
  • Prepares written policies and procedures concerning the scope and conduct of social work services.
  • Researches and develops social service programs; maintains knowledge of industry concepts, best practices, procedures and standards.
  • Works collaboratively with social services agencies, including community based resources and referral sources.
  • Serves on community based committees to provide outreach.
  • Prepares budgetary requirements of the social service programs.
  • Oversees and reviews recommendations of new social service cases, transfers, discharges and case changes.

Essential Functions (continued)

  • Prepares and presents reports.
  • Confers with and advises subordinates on the quality and appropriateness of patient care services, provided by the Medical Social Services Department.
  • Confers with supervisors and staff on new and difficult problems and reviews the quality and quantity of casework/work; instructs staff on the proper handling of new and/or difficult work issues.
  • Demonstrates clinical knowledge and skill in the care of the newborn, infant, toddler, child, adolescent, adult and geriatric patient ranging up to 100+ years of age.
  • Collaborates with administrators, medical staff, and other departments in planning social service participation in the hospital’s service and educational programs. Serves on various committees to provide patient advocacy, social service perspectives and interventions as necessary.

Other Functions

  • Participates in staff discussions regarding professional service training needs for the various hospital disciplines.
  • Performs other job-related duties as required.

Employment Standards

Master’s Degree from an accredited college or university with a major in Social Work, Counseling, Psychology, or a related behavioral or social science field; AND two (2) years paid experience as a supervisor of a health or behavioral health program.

Possession of a current license with the State of California as a Licensed Clinical Social Worker or Marriage Family Therapist.

Appointees not possessing the American Heart Association Responder or Provider Basic Life Support (BLS) card at time of hire must successfully complete appropriate training and qualify for the RQI Responder certification within 60 days of employment. As a continued condition of employment, employee must maintain RQI Responder certification and competency.

Possession of a valid California Motor Vehicle Driver’s license is required.

Knowledge Of

Principles and practices of personnel administration, including budgeting, and strategic planning; social service/public assistance programs, procedures and casework concepts; knowledge of leadership, supervisory and administrative practices and techniques; knowledge of laws, rules and regulations relating to the operation of social service agencies including various specialized aid programs; knowledge of principles and techniques of employee training and social service research methods.

Ability To

Plan, organize and supervise the work of others; ability to understand and interpret complex rules and regulations; ability to establish and maintain effective working relationships with peers, internal and external partners and work effectively with team members; ability to interpret and meet program goals and direct and evaluate the application of casework skills; train, coach and mentor staff; ability to prepare and present clear oral and written reports and make public presentations.
