Job Title: Training Manager - Integrated Eligibility Systems

Job Summary:

The IES (Integrated Eligibility Systems) Training Manager is responsible for overseeing the development, implementation, and execution of training programs for IES users, including state agencies, caseworkers, and stakeholders. This role involves managing training strategies, designing instructional materials, leading training sessions, and ensuring compliance with federal and state regulations. The Training Manager will work closely with system developers, policy experts, and end-users to ensure that training materials align with IES functionalities and requirements.

Key Responsibilities:

  • Develop and manage a comprehensive training strategy for IES implementation and ongoing enhancements.
  • Design, develop, and update training materials, including e-learning modules, manuals, job aids, and classroom training content.
  • Deliver instructor-led and virtual training sessions for various user groups.
  • Coordinate and oversee training programs, ensuring alignment with state and federal eligibility policies.
  • Collaborate with SMEs, system developers, and policy teams to ensure training reflects system updates and policy changes.
  • Assess training effectiveness through evaluations, feedback, and performance metrics, and refine programs as needed.
  • Manage a team of trainers, instructional designers, and support staff.
  • Develop and implement a train-the-trainer program to scale training efforts.
  • Ensure training materials comply with accessibility and usability standards.
  • Maintain documentation of training processes and procedures for audit and compliance purposes.

Qualifications & Skills:

  • Bachelor's degree in Education, Public Administration, Social Services, or a related field (Master’s preferred).
  • Minimum of 5 years of experience in training development and delivery, preferably in IES or government programs.
  • Strong understanding of Medicaid, SNAP, TANF, and other public assistance programs.
  • Experience with e-learning platforms, LMS, and instructional design tools.
  • Excellent communication, presentation, and organizational skills.
  • Ability to analyze training needs and tailor programs to different user levels.
  • Knowledge of adult learning principles and training best practices.
  • Experience managing training teams and projects in a fast-paced environment.
  • Proficiency in Microsoft Office Suite, Adobe Captivate, Articulate, or similar tools.
  • Ability to work collaboratively with diverse teams and stakeholders.

Preferred Qualifications:

  • Experience in government IT projects or public sector training.
  • PMP or Training Certification (CPLP, CPTM, etc.).
  • Familiarity with change management and user adoption strategies.
