The Treasury Manager earns a competitive annual salary of $71,682.31 - $91,394.95, depending on experience.

A DAY IN THE LIFE OF A TREASURY MANAGER

Job Summary

The purpose of this job within the organization is to oversee the daily operations in treasury, cash management, debt management, revenue/collections, and investments.

This job works independently, under limited supervision, reporting major activities through periodic meetings and/or written status reports.

Essential Functions

  • Oversees the administration and operation of the Treasury, cash management, and revenue/collections functions; evaluates and coordinates assigned personnel to provide efficient and economical services to the City, including such activities as: interviewing, hiring, training, and evaluation of employees and service providers.
  • Reviews the status of operating, bond, trust, and agency funds to assure optimum levels of liquidity throughout the cash cycle.
  • Develops and administers complex cash flow models based on both known and unknown revenue and expenditure requirements.
  • Invests City funds in appropriate instruments in accordance with current and future cash management objectives; maintains functional awareness of current and future (forecasted) economic and market trends, and determines appropriate investment strategies based on the particular needs of the City and within the defined parameters of the City's adopted investment policy and the Texas Public Funds Investment Act (PFIA); executes trades and assures correct custodial functions; produces relevant investment reports designed to promote transparency and aid in the management of the City's investment portfolio.
  • Manages all banking and depository relationships, as well as all Treasury services; development and administration of the City's depository contract; ensure provision of banking and Treasury services are cost effective and reduce the City's overall monetary risk; administers the City's pledged collateral accounts.
  • Reviews daily collateralization levels based on market value to ensure the City's investments and bank accounts are adequately collateralized.

  • Reviews Banking Account Analysis and compares to the Depository Bank Agreement to be sure that City is being charged correct monthly banking fees.

Requirements

Minimum Education and Experience Requirements:

  • Requires a Bachelor's Degree in business, accounting, finance or closely related field.
  • Requires a minimum of four (4) years of accounting or closely related experience.
  • Municipal Experience Preferred.

  • Valid Texas Driver's License
