The Maryland Department of Commerce is seeking qualified applicants for the position of IT Programmer Analyst II within the Division of Administration and Technology's Information and Technology Management Unit.

Main Purpose of Job

This position is responsible for performing complex and sensitive assignments related to the initiation and execution of major IT projects/applications and administering the departmental Content Management System (CMS), Microsoft Office SharePoint Server (MOSS) and Microsoft Power Platform.This position is also responsible for the creation of new web applications and the maintenance of current applications.

POSITION DUTIES

The duties for this position include: the creation of new web applications and the maintenance of current applications; the alignment of projects with strategic departmental direction, state e-government initiatives; IT project fiscal planning and fiscal reporting; IT project start-up and support; and establishment and implementation of IT industry standards for the management and execution of projects. Incumbent will train users in the use of new and revised applications; ensure that IT projects adhere to the full software development life cycle including advanced level of work designing, developing, testing, implementing and documenting, and providing support for software applications, information systems, Web applications, databases, and programs using third-generation and other generally accepted computer programming languages and development tools.

The selected candidate must possess strong written, interpersonal, oral communications, website development and logic skills; ability to adapt to change and learn new technologies quickly, with minimum formal training; handle multiple, concurrent and high priority tasks; development experience with Microsoft Power Platform/HTML/CSS/XML/ASP.NET (C#); demonstrated project leader skills on large, complex SharePoint 2013+ applications.

Minimum Qualifications

Experience: Five years of experience, one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.

Notes

  • Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
  • Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.
  • Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.
  • Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

  • Bachelor's degree in Information Technology, Computer Science, Management Information Systems or related field.
  • SharePoint Services implementation and deployment to include creation of custom Webparts; Scripting languages such as Java/Script, Ajax, PowerShell
  • Experience with Microsoft InfoPath, Drupal 10+, Website Analytics, Adobe Creative Cloud.
