Main Purpose of Job
This position is responsible for developing the agency's organizational training strategy, managing, implementing, training, and coordinating agency staff and any designated department lead/trainer roles, as well as assessing its outcomes with internal and external system users of all levels. It is to regularly review regulations and laws to determine potential needs for changes in the agency systems and or modification to its processes to ensure that it remains compliant with the rules and regulations as set forth in COMAR and LE. It assumes as an intermediary with external users of the agency system to resolve any issues or concerns provided from the community regarding training and other high level adjudication related matters in direct consultation with the Director of Operations. This position reports directly to the Chief Operating Officer and the Director of Special Programs with frequent interactions with the Chief Executive Officer and other members of the Executive Leadership Team. This position serves as full performance HR generalist interpreting and applying a broad range of policies and procedures as related to a variety of HR areas including: Recruitment, Employment Services, Classification, Compensation, Benefit coordination, Employee Relations. This position manages the administration of and coordinates implementation of services, policies, and programs through Human Resources staff to include personnel policy management and coordination; position management and reporting; employee appraisal process oversight; records management; personnel transactions; new hire onboarding and orientation. The position assists and advises management about Human Resources issues; reports to the Human Resources Director.
POSITION DUTIES
Agency Training Program Manager
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.
Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

Preference will be given to applicants who possess the following preferred qualification(s). Please include clear and specific information on your application regarding your qualifications:
Professional experience planning and conducting employee development and training.
Professional experience with providing guidance to management and employees regarding State employment such as employee relations, disciplinary actions, compensation, classification and other aspects of Human Resources.

Experience as an HR Coordinator role in Workday.
Experience with Code of Maryland Regulations (COMAR) and Annotated Code of Maryland.
Experience As a Certified Agency Benefits Coordinator Through SPMS.
Experience as a Certified State of MD Retirement Coordinator through the State Retirement and Pension System.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

POSITION DUTIES
Agency Training Program Manager
- Will identify and monitor training needs in the organization. Develop, design, plan, and implement training programs, policies, and procedures according to COMAR in order to fulfill the training needs of the agency and to ensure that it meets it customer service initiatives as set forth by the agency and those established by the Governor. Implement new regulations and policies as directed by upper management.
- Makes recommendation to upper management and executives concerning new or revised legislation affecting the agency and incorporates necessary changes into the agencywide operations training program.
- Daily management and supervision of the agency wide CompHub system and other agency system and tools by assisting the Director of Special Programs and other identified Executive leadership team members in development, implementation, and evaluation of agencywide operations training programs. Agency training is ongoing and may frequently require updating based on changes in regulations or systems. It is a leadership position that provides monitoring of training and performance.
- Develop training manuals that target tangible results and soliciting input from Subject Matter Experts.
- Implement effective and purposeful training methods.
- Performs as an intermediary with external users of the agency system to resolve any issues or concerns provided by or on behalf of the workers compensation community regarding training and other high level adjudication-related matters in direct consultation with the Director of Special Programs.
- Responsible for staying abreast of training and industry changes and developments. May act as a representative of the executive in meetings and conferences; and may act as a team leader for special agency projects.
- Coordinates and completes full-cycle recruitment process of agency vacancies
- Develops and directs recruitment procedures to fill vacant permanent & contractual positions, writing, posting, and placing advertisements.
- Recommends adjustments and/or clarifies statewide employment policies to meet needs of the department.
- Provides instruction for managers and supervisors concerning recruiting & interviewing policies & procedures as members of interview panels.
- Develop and direct internal recruitment activities and maintain equitable procedures in accordance with applicable guidelines.
- Screens prospective applicants/resumes/applications for employment to assess minimum qualifications.
- Completes and reviews employment references and verifies documentation for minimum qualifications.
- Composes communication in response to inquiries received regarding employment with State.
- Utilizes JobAps and Workday to complete recruitment activities
- Functions as the Agency’s Primary Health Benefits Coordinator (ABC).
- Manages all benefit programs and informs staff of options, including flexible health benefits, supplemental retirement, credit union, etc.
- Receives and responds to FMLA requests
- Facilitates Leave Bank requests.
- Serves as agency Retirement Coordinator; attends annual & topic specific trainings
- Completes and submits retirement paperwork for both enrollments and applications
- Serves as the Out Service Training Coordinator; reviews and approves out service training requests
- Maintains employee training records.
- Functions as a Human Resources Coordinator (HRC) and Human Resources Partner (HRP) for Workday functions and assists in maintaining employee‐related databases; SPS Workday
- Manages Agency’s Leave Bank program data – including status of enrollment and submission of annual enrollment forms.
- Maintains confidentiality of all HR related material
- Obtains/Maintains required certifications, trainings, and completes and passes required (annual/bi-annual) examinations for Retirement Coordination, Benefits Coordination, and Human Resources professional certification.
