Contractor Licensing Investigator

Location: 631 Chestnut Street, Clearwater, FL 33756

Schedule: Monday - Friday, 7:30 am to 4:30 pm (Flexible schedule for investigations, court, hearings, and other related duties). Occasional evenings and weekends.

The Contractor Licensing Department oversees day-to-day administration, licensing, records management and investigations as the operating department for the Pinellas County Construction Licensing Board (PCCLB). We license contractors, monitor contractors' insurance, investigate reports of unlicensed contracting and enforce Florida and County statutes and ordinances, including arbitrating building code disputes, amending codes, and preserve the Pinellas County Coastal Construction Control Line, all to reduce risk to consumers and protect workers.

A Contractor Licensing Field Investigator performs specialized technical field and administrative work in the enforcement of the County's contractor licensing laws; investigates complaints against licensed and unlicensed contractors; makes inspections at construction sites to determine compliance with County and State licensing requirements; ensures that contractors and subcontractors are properly licensed to perform work in compliance with established regulations, codes, and laws. What Would You Do?

  • Checks new construction sites to ascertain if construction personnel are properly licensed.
  • Inspects company vehicles on job sites for proper identifying signs.
  • Checks for home improvement contractors operating without a license or permits.
  • Stops work at a job site when required.
  • Investigates complaints of consumers against licensed and unlicensed contractors and writes violations and citations.
  • Assists consumers, contractors and other agencies with a variety of inquiries by phone, mail and in person.
  • Makes a complete investigation of violations and files for prosecution by the Department, the County and/or with the State Attorney's Office.
  • Works closely with State and/or Federal regulatory bodies or jurisdictions to coordinate caseloads and provide investigational data.
  • Prepares evidence against licensed contractors for presentation at licensing board hearings.
  • May appear as an informed witness in civil or criminal litigation proceedings and must present cases at special magistrate hearings.
  • Notifies and/or cites individuals who are in violation, explains laws and attempts to achieve compliance.
  • Audits advertising media for compliance with State and County laws.
  • Performs other related job duties as assigned.

What Do You Need To Have?

Experience: Construction code compliance, regulatory compliance and enforcement, law enforcement, or a related field.

Education: Course work in law enforcement, criminal justice, natural sciences, public administration, or a related field.

  • Five (5) years of experience as described above.
  • Associate’s degree as described above, and at least 1 years of experience as described above.
  • Bachelor’s degree as described above, and at least 1 year of experience as described above.
  • Master’s or higher-level degree as described above.
  • An equivalent combination of education, training, and/or experience.
  • Possession and maintenance of a valid State of Florida Driver’s License or Commercial Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Construction experience.
  • Bilingual (English/Spanish).
  • Construction Licensing Laws knowledge.
  • Licensed Contractor or previously Licensed Contractor.
  • CLOAF (Construction Licensing Officials Association of Florida) certification.
  • Knowledge, Skills, and Abilities
  • Knowledge of Florida and Pinellas County construction licensing as applied to the building and construction industry.
  • Knowledge of investigatory techniques and procedures.
  • Knowledge of workers' compensation and liability insurance requirements as they apply to licensed contractors.
  • Knowledge of basic building codes.
  • Knowledge of standard construction and home improvement practices.
  • Knowledge of basic permitting and inspection processes.
  • Ability to initiate contact with the general public and present an attitude of diplomacy, impartiality, sympathy and sound judgement.
  • Ability to apply computer applications and software.
  • Ability to explain, interpret, and enforce codes and regulations firmly, tactfully and impartially.
  • Ability to present ideas effectively, both orally and in writing.
  • Ability to research legal records.
