Positions allocated to this class are responsible for supervising and coordinating the management, implementation and maintenance of all Environmental department's information system capabilities. The Information Systems Manager has responsibility for supervising information systems staff, at least one of which is at a professional level (Information Systems Specialist or above) whereas Information Systems Analysts have responsibility for coordinating information system needs with limited staff assistance and in a more limited scope.
This class is distinguished from the class of Information Systems Deputy Director in that the latter is responsible for assisting the Information Systems Director of a large agency with oversight responsibility of information system activities, whereas this class is responsible for the information system activities of a small to medium sized department or for a major division, or section, in a larger agency.
Responsibilities
1. Supervises and coordinates the development and implementation of new systems, applications and programs; serve as liaison between the Information Systems Department staff and internal customers to develop and implement new systems/applications by providing input/output requirements, department standards, best practices etc. The ISM develops and revises existing programs for user applications; develops specifications for obtaining software and/or hardware requirements for departmental applications and possesses experience in the following areas

  • Candidates have thorough knowledge of the Environmental Agency business practices, policies and workflows.
  • Defines configuration requirements for different Program Area and/or functional business area.
  • Responsible for technical strategies and activities.
  • Oversees implementation of licensed programs.
  • Extensive experience managing MS SQL Servers and Data Base Administration.
  • Experience implementing and installing software applications such as Hedgehog DBA
  • Support on-going Licensed Programs operations.

  1. Develops systems analysis methods and conducts systems analysis appropriate to the department's specific needs. Analyzes workflow and/or organizational structure and recommends improvements to systems or structures to increase productivity or efficiency.
    3. Defines the scope of information system problems and goals and identifies data collection processes and procedures.
    4. Identifies potential solutions to information system problems and determines system feasibility, equipment requirements, personnel requirements, cost/benefits effectiveness, time requirements, and makes a recommendation on which solutions should be used.
    5. Plans and coordinates system testing to assure that related systems meet user's needs and are fully compatible in terms of program/system implementation and maintenance.
    6. Coordinates the training of department personnel in the use of computer software and hardware.
    7. Meets with hardware and software vendors to evaluate new products and programs.
    8. Supervises subordinate technical and professional staff involved in the development and implementation of computer or information systems.
    9. Oversees and coordinates the information systems section/function of the department, including security of the system, troubleshooting any software or hardware malfunctions, and creating and maintaining system manuals; develops and maintains procedure manuals.
    10. Directs and participates in long-term audits of computer systems and programs; analyzes results of these systems; identifies and implements changes to existing systems in order to bring them up to maximum efficiency.
    11. Develops complex programs and applications for information systems.
    Experience and Industry Knowledge:
    Understanding of environmental health regulations and compliance requirements. Experience in public health or environmental health sectors. The equivalent of five years of full-time paid experience in information systems performing duties such as system analysis, application development, system evaluation, selection and implementation, or network administration. At least one year of experience must include direct supervision of other professional and technical information systems staff.
    Education:
  • Bachelor s degree in information systems, Computer Science, Environmental Health, or a related field.
  • Master s degree in information systems, Public Health, or Environmental Science can be advantageous.
  • Possession of a bachelor s degree from an accredited four-year college or university (120 semester units or 180 quarter units) or a closely related field may be substituted for 5+ years of the required experience.

Knowledge of:
Principles and techniques of supervision and personnel and project management.
Systems and procedures analysis and methodologies.
Process or business-oriented software platforms.
Information system concepts and advanced computer technology and terminology.
Data organization, access methods and networking in computerized systems.
Modern office principles, practices and standards.
Certain positions may require knowledge of specialized operating system software and/or applications software.
Ability to:
Exercise management and supervisory control. Generate status reports on a regular basis.
Analyze major information system problems, identify alternative solutions, make recommendations and decisions using sound judgment.
