Description Of Work

This position currently qualifies for a telework option once fully trained and familiar with department operations. 3 days in the office and 2 days of teleworking. Telework options are subject to change at the discretion of management.

The Accounting Manager II serves as the Controller and manages the following fiscal programs for NC Department of Agriculture & Consumer Services: General Accounting, Accounts Payable, Cash Management, Contracts and Grants, Payroll, Purchasing and Mail Services which includes management of 4 direct and 23 indirect reports.

The Accounting Manager II develops, implements and communicates policies and procedures and defines the organizational structure to ensure optimal efficiency, accuracy, effectiveness and compliance of all fiscal and purchasing operations as well as all HR and NCVIP related functions for the staff that reports to the position.

This position is also responsible for interpreting federal and state laws and requirements, management the accounting system, purchasing system, and cash management system which includes all security access to financial and purchasing systems, in house and remotely. This position provides advice and counsel to all levels of agency management on fiscal concerns and accounting policies & procedures and reports directly to the Accounting Director II.

Knowledge, Skills And Abilities / Competencies

The Knowledge, Skills, and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of the Experience and Education listed on the application.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of general accounting principles and practices and skill in applying this knowledge.
  • Experience analyzing and correcting financial problems and/or accounting errors.
  • Experience preparing and interpreting complex accounting or financial reports.
  • Thorough knowledge of state governmental fiscal and budgetary processes.
  • Experience supervising multiple staff members in areas such as communication, training, delegation and evaluating performance.
  • Ability to interpret and apply common complex Federal and State fiscal regulations.
  • Ability to plan, organize and direct the activities of a major accounting operation within a state agency.
  • Ability to communicate effectively and disseminate information to senior management.

Management Preferences

Experience with Payroll, Procurement, North Carolina Financial System (NCFS), Accounts Payable, and Cash Management, EAGLE and preparation of ACFR (Annual Comprehensive Financial Report) formally known as CAFR are also a plus.

Minimum Education And Experience Requirements

You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.

Bachelor s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory;

or equivalent combination of education and experience.

Some positions may require certification as a Public Accountant.
