Job Summary:
We are seeking a Project Manager Level II to lead and oversee all phases of IT development and operations & maintenance (O&M) projects. The candidate will be responsible for managing contract resources, ensuring project alignment with business objectives, and driving the successful execution of technical initiatives. This role requires strong leadership, expertise in Agile methodologies, and the ability to coordinate across technical and security teams while ensuring compliance with industry best practices.
Roles and Responsibilities:
- Lead and manage all phases of the project lifecycle, including planning, requirements gathering, development/configuration, testing, deployment, and security compliance.
- Direct and oversee project execution to ensure alignment with scope, budget, timeline, and quality standards.
- Establish and maintain project schedules, tracking milestones and ensuring timely completion of deliverables.
- Provide strategic guidance to technical teams, ensuring best practices in development, cloud technologies, and system security are followed.
- Act as the primary point of contact between stakeholders, including Department of Labor (DOL) project management teams, cybersecurity teams, and contract personnel.
- Ensure proper risk management by identifying, assessing, and mitigating project risks and security vulnerabilities.
- Oversee contract deliverables, including project documentation, status reports, and compliance with contractual obligations.
- Facilitate Agile project management processes, including sprint planning, backlog grooming, and daily stand-ups.
- Drive process improvement initiatives, leveraging industry standards and emerging trends in IT project management.
- Manage security-related tasks, ensuring prompt identification, resolution, and documentation of security findings in coordination with cybersecurity teams.
- Utilize JIRA and other project management tools to track progress, maintain workflows, and generate reports for stakeholders.
- Foster a collaborative team environment, ensuring strong communication between cross-functional teams and leadership.
- Ensure compliance with federal government IT standards, security protocols, and data privacy regulations.
Required Qualifications:
- Education: Bachelor s degree in Computer Science, Information Technology, Business Administration, or a related field.
- Experience: Minimum 5+ years of experience managing major IT development and O&M projects, including Agile and traditional project management methodologies.
- Project Management Tools: Proficiency in JIRA, Confluence, and other Agile project management tools.
- Cloud Technologies: Experience with cloud platforms such as AWS, Azure, or Google Cloud.
- Certifications: Active Project Management Professional (PMP) certification or equivalent, such as:
- Agile Certified Practitioner (PMI-ACP)
- Certified Scrum Master (CSM)
- SAFe Agilist (SA) or equivalent Agile/Scrum certifications
Preferred Qualifications:
- Experience managing government contracts and compliance-driven IT projects.
- Familiarity with Department of Labor (DOL) policies, security regulations, and cloud infrastructure governance.
- Strong understanding of cybersecurity principles and risk management frameworks.
- Experience with IT Service Management (ITSM) and DevOps best practices.
- Ability to analyze complex technical problems and drive resolution with multiple stakeholders.
