The City of El Paso is recruiting for the position of Chief Strategy Officer!

We are seeking a strategic and collaborative candidate with a Bachelor's Degree or higher in Public Administration, Social or Behavioral Science, Organizational Development or related field, and eight (8) years of municipal government professional experience in program or project administration and evaluation or organizational learning and performance management, including three (3) years of supervisory experience. Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.

General Purpose

Under the direction of the City Manager, provides direct and high-level strategic, organizational, and operational advice and leads strategy and program development aimed at enhancing the City's ability to withstand and adapt to challenges through transformative change.

Typical Duties

Provides insight and advice on a range of matters, facilitates effective solutions to urgent or ongoing issues, and maintains and establishes effective working relationships with internal and external partners. Involves: Collaborating with all levels of city leadership to align organizational strategies with the overarching goals and priorities of the City.

Leads and facilitates organizational change initiatives to enhance department efficiency, effectiveness, and responsiveness. Involves: Assessing, developing, and implementing strategies to navigate through transitions and paradigmatic shifts, including restructuring, process improvements, and cultural transformations to ensure the long-term sustainability and vitality of the City. This includes guiding and supporting departmental leaders to successfully adopt change initiatives.

Develops strategic recommendations and action plans to ensure alignment across departments supporting city-wide initiatives. Involves: Working closely with departmental stakeholders to assess and prioritize initiatives based on their strategic relevance, feasibility, and alignment with city-wide objectives.

Monitors progress and outcomes of prioritized initiatives, adjusting as necessary to optimize resource allocation. Involves: Analyze, research, implement, and replicate internal best practices, and perform comprehensive program evaluations. Prepare reports and/or presentations of findings and recommendations. Analyze project data using tools and facilitate proper use and interpretation of tools. Provide input and subject matter expertise into the improvement of business processes and knowledge management practices citywide.

Represent the organization. Involves: Attend meetings and conferences and interact with a wide range of officials, department directors, coworkers, and the public. Advise city officials and executives in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options.

Supervise assigned personnel. Involves: Prioritize and coordinate unit activities. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate, and maintain harmony. Interview applicants and recommend hires, terminations, transfers, disciplinary action, requests for leave, or other employee status changes.
