The Program Coordinator position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The purpose of this position is to support key HR functions such as leave administration, performance management, awards and recognition, and discipline appeals and other related programs. The incumbent develops, implements, and evaluates HR programs, provides technical guidance, ensures compliance with laws and regulations, and facilitates training and communication strategies and assists in the coordination and implementation of a range of diverse administrative program management duties, ensuring compliance with federal regulations, MPD policies, and operational standards.
The Incumbent Will Be Responsible For The Following
Possession of a SPHR, PHR, SHRM-SCP, SHRM-CP, IPMA-CP, IPMA-CS, or an equivalent professional human resource certification is preferred.
Education
High School or Equivalent
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from public or private sector, with expertise in leave administration. Strong knowledge of HR laws and policies, including FMLA, ADA, PFL, performance management, employee awards and recognition programs and disciplinary appeals, employee recognition programs.
Physical Demands
The work is sedentary. Work requires sitting, walking and standing as well as some travel to and attendance at meetings and conferences.
Work Environment
The work is performed in an office setting with occasional travel required for training sessions, hearings, and agency events.

The Incumbent Will Be Responsible For The Following
- Administers and oversees leave programs, including Paid Family Leave (PFL), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Workers’ Compensation, Advanced Sick/Annual Leave, and Leave Without Pay (LWOP).
- Interprets and applies federal and District of Columbia leave laws, ensuring adherence to compliance standards.
- Supports cross-training efforts, ensuring continuity of HR program functions across teams.
- Provides technical guidance to employees and supervisors regarding leave policies and procedures.
- Develops and delivers training on leave administration, ADA compliance and performance management and improvement programs, including distribution of training materials.
- Monitors leave usage trends, generates reports for leadership, and recommends policy improvements.
- Evaluates employee requests for ADA accommodations and leave programs and ensures compliance with established policies.
- Oversees coordination of the performance appraisal tracking to ensure timely completion of appraisals.
- Responds to routine HR program management inquiries regarding program management policies and provides front-line customer service support to managers and employees.
- Assists in the planning and coordination of employee recognition programs, including award ceremonies and milestone recognitions.
- Ensures award nomination and selection processes align with established policies, monitors records of award recipients and prepares reports on participation and effectiveness and supports communication efforts to promote recognition programs across the department.
- Oversees tracking of disciplinary actions, discipline appeals process, including scheduling hearings and preparing case files.
- Prepares correspondence, reports, and presentations related to HR programs.
- Provides subject matter expertise on performance evaluations, performance improvement plans (PIPs), and corrective actions.
- Monitors and evaluates the effectiveness of program management policies and suggests improvements.
- Ensures compliance with all applicable regulations and agency policies.
- Compiles and analyzes data to assess trends and improve program outcomes.
- Provides technical guidance to Program Coordinators and Program Assistant and special HR assignments and compiles and analyzes HR data, identifying trends and developing recommendations for leadership.
- Develops policies, reports, and correspondence related to HR program operations and assists with special HR projects.
- Performs other related duties as assigned.
- Expert knowledge of federal and District of Columbia HR laws, including FMLA, ADA, PFL, Workers’ Compensation, and familiarity with performance management best practices.
- Strong understanding of HR laws, particularly those related to leave and accommodations.
- Ability to analyze complex HR issues and recommend appropriate solutions.
- Ability and skill to comprehend and interpret federal and District laws, ordinances, regulations and guidelines such as the District Personnel Manual (DPM) and collective bargaining agreements (CBAs).
- Ability to write extensive reports, emails and memorandums clearly, concisely, and in a timely fashion with minimal editing required.
- Excellent customer service and interpersonal skills to establish and maintain an effective working relationship with all levels of management officials.
