We are seeking a Technical Program Manager (PM) with deep expertise in cybersecurity, data analytics, and cloud-native environments to lead a high-impact, mission-critical program supporting a major cybersecurity services provider. This role requires an individual who can transform early-stage prototypes into fully deployed, operational systems. The selected candidate will be responsible for the full lifecycle of Day-0 and Day-1 operations, ensuring seamless integration of cloud-native cybersecurity architectures, advanced data analytics solutions, and AI/ML-driven defensive cyber operations (DCO). This role requires strong leadership, strategic planning, and hands-on technical knowledge to ensure the successful execution of a large-scale, multi-cloud cybersecurity initiative.
The Technical PM must have a strong background in DoD cloud strategy, Zero Trust principles, modern data architectures, and security operations while maintaining the ability to manage engineering teams and ensuring contract delivery. This role requires an individual who can work closely with customers, engineers, and senior leadership to define and execute strategic initiatives, improve security posture, and drive operational excellence across multiple stakeholders.
Responsibilities
Program Leadership & Execution:
Oversee the design, implementation, and operational sustainment of cloud-native cybersecurity architectures, data analytics solutions, and AI/ML-driven cyber defense capabilities.Manage program scope, deliverables, budgets, and schedules to ensure on-time execution of mission-critical cybersecurity initiatives. Lead a cross-functional team of cybersecurity engineers, cloud architects, DevSecOps practitioners, and data scientists. Develop and implement a Scaled Agile Framework (SAFe) delivery model, ensuring rapid iteration and continuous integration of emerging technologies.
Cybersecurity & Cloud Architecture
Drive the implementation of a vendor-agnostic, cloud-native CSSP architecture across multiple classification levels (IL2-IL6, TS/SCI).Oversee secure containerization, Kubernetes-based software deployment, and DevSecOps automation pipelines. Oversee the implementation and operationalization of cybersecurity solutions, including SIEM, SOAR, and AI-powered cyber threat detection.
Data Analytics & AI/ML Integration
Lead the development of a secure, scalable Data Fabric to aggregate and analyze cyber telemetry data from diverse cloud and on-prem sources.Oversee the integration of AI/ML models for predictive analytics, anomaly detection, and automated incident response. Drive the curation, normalization, and real-time processing of massive cybersecurity datasets to enhance decision-making.
Stakeholder & Risk Management
Serve as the primary interface between NIWC Atlantic, DoD leadership, and cybersecurity stakeholders.Establish governance frameworks, risk management processes, and continuous tracking of key performance indicators (KPIs).
Ensure program deliverables meet cybersecurity compliance and regulatory requirements (e.g., NIST, DoD Instructions, RMF).
Requirements
10+ years of experience leading cybersecurity, cloud, and data analytics programs within DoD, IC, or Federal agencies.Expertise in cloud security architectures across AWS, Azure, Oracle Cloud, and hybrid environments. Strong knowledge of data analytics, SIEM/SOAR platforms, and log management solutions. Demonstrated success managing complex cybersecurity programs with multi-million-dollar budgets and large cross-functional teams. Experience with cybersecurity compliance frameworks, including DoD RMF, NIST 800-53, and DoD Zero Trust. Proven ability to integrate cybersecurity, data analytics, and DevSecOps methodologies in an agile government setting. Exceptional leadership, communication, and problem-solving skills, with the ability to brief senior DoD stakeholders. Minimum Secret Clearance with ability to obtain TS/SCI
Preferred
Master’s or PhD in Cybersecurity, Computer Science, Data Science, or related field.CISSP, CISM, CCSP, or DoD 8570 IAM Level III certification. Experience with cyber threat intelligence platforms and AI-driven cyber analytics. Proficiency in one or more general-purpose languages (Python, Java, or Scala) Familiarity with Infrastructure as Code (IaC)/Configuration as Code (CaC) and automation tools (Terraform, Ansible, Kubernetes).
