Business Solutions Analyst

Mandatory Qualifications:-

1. Five (5) years of FTE experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.

3. Possession of a professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA), Certified Business Analysis Professional (CBAP), or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing. The certification must be current and in good standing, and proof of certification must be included with your response.
   Alternatively, the State will accept five (5) years of FTE experience using an industry-recognized business analysis framework, such as the Business Analysis Body of Knowledge (BABOK) or PMI Guide to Business Analysis, as an equivalent to the certification.
4. Three (3) consecutive years of FTE experience managing and facilitating organizational changes that were the direct result of existing and new complex technical projects, involving traceable requirements elicitation (data, technical, and business), gap analysis, and stakeholder engagement. This experience must have occurred within the last five (5) years.
5. Three (3) consecutive years of FTE experience assisting with the development of policies, processes, and procedures in compliance with laws or regulations. This experience must include evaluating the organization's readiness for the change and identifying any potential barriers or resistance to the new services and processes. This experience must have occurred within the last five (5) years.
6. Three (3) consecutive years of FTE experience working with diverse, cross-functional, and multi-sourced stakeholder groups to ensure common understanding and communication. This experience must have occurred within the last five (5) years.
7. Three (3) consecutive years of FTE experience participating in project teams using a formal project management methodology or framework. This experience must have occurred within the last five (5) years.

DESIRABLE QUALIFICATIONS

1. Additional years of experience beyond the minimum qualifications listed above. The scoring in this category is based on quality, relevance, and quantity of additional experience.
   Five (5) points will be given for every one (1) year of additional experience for a maximum of fifteen (15) points.
2. Experience working with advanced data structures such as Fast Healthcare Interoperability Resources (FHIR) and X12.
3. Experience in federal interoperability regulations or industry standards, such as the CMS Interoperability and Patient Access Final Rule; Prior Authorization Final Rule; ONC Cures Act Final Rule; HL7 FHIR specification; etc.
4. Membership or participation in national workgroups for the advancement of health information and interoperability standards. Specific organizations or workgroups must be named in response.
5. Experience working with the State of California Departments or other government organizations.
6. Experience with the national Medicaid program, particularly the functions and operations of state Medicaid Agencies.
