Project Lead
The Worker is responsible for planning, performing, monitoring and management of ERS testing efforts for its pension/benefits system replacement project called RISE. The Worker will ensure the quality of the implemented pension and benefits system. The Worker must develop and implement quality assurance strategies to ensure that the software meets ERS requirements, regulatory standards, and customer needs. Their primary goal is to serve as the central liaison for all User-Acceptance testing (UAT) activities, bridging communication between ERS, the pension/benefits administration vendor, and other relevant third parties. The Worker will act as the gatekeeper for ticket creation by ERS UAT testers and collaborates with the pension/benefits administration vendor QA Leads for all joint QA activities between ERS and the pension/benefits administration vendor. This role is crucial in maintaining quality standards, facilitating effective communication, and driving continuous improvement throughout the UAT process. The Worker will provide regularly scheduled progress reports and may provide presentations on the progress to the sponsors, and steering committees. They will identify and mitigate risks and provide feedback on any quality issues. Overall, the Worker's position is pivotal in ensuring that ERS solution performs as expected and is meeting the organization s business needs. Thus, it is strongly recommended the Worker have experience with a state agency pension and benefits retirement systems.
The ideal candidate has experience in leading large UAT testing efforts on system replacement projects; has been a hands-on quality assurance team member and has experience in public pension/benefit systems.
Responsibilities include:
Ensure the User Acceptance Testing (UAT) strategy is reviewed, understood and applied during UAT
Development and maintenance of a comprehensive UAT test plan
Accountable for overall communication with ERS testers and stakeholders prior to and during UAT execution; ensure information
is disseminated in a timely manner
Complete the ERS review of the test case coverage
Collaborate with the Solution Vendor QA Lead(s) to incorporate newly identified test cases into the Solution Vendor regression
suite
Collaborate with the Solution Vendor QA Lead(s) to create a mutually agreed-upon test execution schedule
Develop and oversee quality assurance procedures for the pension and benefits software implementation
Develop and enforce quality assurance methodology standards and uniform testing and documentation practices to promote efficiency, consistency, and the reuse of test plans
Initiate corrective measures to address quality issues and improve processes
Manage a team of quality assurance analysts and testers
Build, manage, lead, and train the QA team based on business and operational needs
Implement metrics and reporting tools to measure quality performance and identify improvement opportunities
Create, track and report metrics on QA progress against plans
Provide regular UAT progress status reports to the stakeholders
Enforce proper usage of ADO tool (e.g., test outcome updates)
Stay current on laws and regulations to ensure compliance
Ensure compliance with industry standards and regulations
Set quality standards and ensure compliance by performing audits and tests
Provide leadership and mentoring of staff, including training and support on quality assurance best practices
Collaborate with development teams and Solution Vendor to identify and resolve bugs and defects
Communicate quality issues and status to stakeholders, including senior management
Conduct functional, calculation and regression testing of system upgrades
Apply automation principles and practices and integrate automation throughout the testing cycles, test cases, and associated utilities
Identify and deploy testing tools to maintain alignment with industry trends and testing best practices
Develop automated tests using tools such as Selenium, Junit and Java
Ability to work in a dynamic environment with minimal supervision
Ability to think tactically & strategically in technical and business discussions
Able to understand complex processes and risks, and articulate these in business terms
Ability to assess the effectiveness of processes and procedures and recommend improvements
Ability to identify barriers to progress and propose solutions

2+ years of experience working with ADO
PMP (Project Management Professional) certification
CSM (Certified Scrum Master) certification
Certified Software Quality Engineer or an ISTQB Foundation Level Certification
