Key Responsibilities:

  • Strategic Proposal Development: Lead the development, writing, and editing of complex proposals in response to RFPs, RFIs, and RFQs, specifically within the DoD and federal technology sectors.
  • Technical Compliance and Analysis: Analyze solicitations, ensuring strict compliance with FAR and agency-specific requirements, and translate complex technical concepts into persuasive narratives for evaluation.
  • Collaborative Proposal Management: Collaborate with technical experts, engineers, and program managers to gather information and develop winning proposal strategies.
  • Capture and Business Development: Utilize platforms like SAM.gov, GovWin, and GSA eBuy to identify and qualify federal contracting opportunities, with a focus on technology-driven projects.
  • Technical Content Management: Maintain a repository of reusable technical content, past performance data, and templates to streamline proposal development.
  • IDIQ/TO Response: Experience with Seaport NxG TO responses and responding to multiple TOs under large IDIQs is highly desired.


Qualifications and Skills:

  • Education: Bachelor’s degree in Engineering, Computer Science, or related technical field preferred. (Business Administration, Marketing, or Communications degrees with relevant technical experience will also be considered.)
  • Experience:
    • 3-8+ years of experience in federal government contracting, specializing in proposal development and business development within the technology sector.
    • Proven track record of winning proposals for DoD and other federal agencies, showcasing a deep understanding of federal procurement processes.
    • Knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
  • Technical Skills:
    • Proficiency in Microsoft Office Suite, with a focus on technical writing and data presentation.
    • Experience with SharePoint and other collaboration tools for technical documentation and knowledge sharing.
    • Strong understanding of proposal management best practices (APMP or Shipley certifications preferred).
    • Experience with technical drawing, and diagram creation is a plus.
  • Competencies:
    • Exceptional written and verbal communication skills, with the ability to translate complex technical concepts into clear and concise language.
    • Strong project management skills, capable of managing multiple technical proposals and deadlines simultaneously.
    • Critical thinking and problem-solving skills, with the ability to analyze technical requirements and develop effective solutions.
    • Ability to learn new technical concepts quickly.
  • Preferred Qualifications:
    • Experience in government, military, aerospace, or defense industries, with a focus on technology solutions.
    • Technical background in engineering, computer science, or related fields.
    • Experience with technical graphics and proposal visuals.
  • Clearance: Ability to obtain and maintain a security clearance is a plus.

Work Environment:
