Job Title: IT Procurement and Contract Specialist

Job Summary:
The Department of Children and Families (DCF) is seeking a highly qualified IT Procurement and Contract Specialist to assist the Office of Information Technology Services (OITS) in their daily operations, support, and services. The ideal candidate will be responsible for managing IT finance, purchasing, procurement, and contract administration functions, ensuring compliance with state and federal procurement policies.
Education and Experience:
- Bachelor s or Master s Degree in Business Administration, Computer Science, Information Systems, or other related field, or equivalent work experience (Required).
- Proven experience in executing procurement programs, vendor negotiations, and supplier management.
- Experience with multi-level, multi-vendor procurement processes and government contracting procedures.
- Experience in managing federal funding and reporting requirements.
- Experience managing and monitoring technology contracts and vendors.
- Familiarity with the state budget process.
Primary Job Duties and Responsibilities:
- Manage both strategic and administrative responsibilities related to IT finance, purchasing, and procurement.
- Process requisitions, purchase orders, quotes, and supplier management tasks.
- Conduct market research, negotiate pricing, establish terms and conditions for services, and resolve invoice discrepancies.
- Create and manage Requests for Quotations (RFQs), Requests for Proposals (RFPs), Requests for Information (RFIs), and Invitations to Negotiate (ITNs).
- Coordinate solicitation and contract workflow, including vendor selection and procurement negotiations.
- Provide technical guidance for the development of Scopes of Work (SOWs) and ensure necessary improvements.
- Resolve discrepancies with outside vendors and internal stakeholders.
