Job Overview:
The State of Michigan is seeking an experienced GIS Developer (Programmer Analyst 6) to support the Department of Licensing and Regulatory Affairs (LARA). This role requires strong expertise in ESRI SaaS solutions and GIS-based web applications, as well as experience in web development, programming, and agile methodologies. The position follows a hybrid work schedule, requiring onsite presence two days per week in Lansing, MI.
Key Responsibilities:
- Develop and maintain GIS applications utilizing ESRI SaaS solutions, including ArcGIS Online, Experience Builder, Hub Community, Map Viewer, Portal, and Arcade expressions.
- Utilize ArcGIS Experience Builder, ArcGIS Dashboards, ArcGIS Pro, and Survey123 to develop detailed maps, reports, dashboards, and automated workflows.
- Develop, maintain, and optimize GIS web applications and geodatabases.
- Program and script using Python, JavaScript, and Arcade expressions to enhance GIS functionalities.
- Work with REST services and web applications to integrate GIS solutions with other enterprise systems.
- Perform web development using ASP.NET and C# with a focus on GIS data visualization and user interaction.
- Utilize Azure DevOps for work item management, version control, and CI/CD integration.
- Implement Test-Driven Development (TDD) methodologies to ensure software quality.
- Collaborate with cross-functional teams in an Agile development environment (Scrum/Kanban).
- Required Qualifications:
- Education: Bachelor's degree in Computer Science, Information Systems, Engineering, Mathematics, or a related field.
- GIS Expertise: At least 2 years of experience working with ESRI SaaS solutions such as ArcGIS Online, Experience Builder, Feature Layers, Attribute Rules, Portal, and Hub Community.
Web Development:
- 2+ years of experience with ASP.NET and C#.
- 4+ years of experience with JavaScript (including jQuery).
- Programming & Scripting: Experience in Python and JavaScript.
- Database Management: Experience working with geodatabases and REST services.
- Test-Driven Development (TDD): At least 1 year of experience.
- Azure DevOps: Experience using Azure DevOps for work item management and source control.
- Communication: Strong written and verbal communication skills.
Preferred Qualifications:
Agile Development: 4+ years of experience working in an Agile environment (Scrum/Kanban).
Source Control & CI/CD:
- Experience using Git with Azure DevOps.
- Experience with continuous integration (CI/CD) pipelines.
- Database Expertise: Knowledge of Oracle or SQL Server.
- Frontend Frameworks: Experience with AngularJS or similar JavaScript frameworks.
Additional Information:
Work Mode: Hybrid (Onsite 2 days per week). No remote-only option.
