Job Title: PeopleSoft Security Consultant

End Date: Estimated May 30th

Job Overview:
Lone Star College seeks an experienced PeopleSoft Security Consultant to assess, optimize, and strengthen the security of our FSM PeopleSoft Security framework. The consultant will perform a comprehensive security review, recommend best-practice improvements, and implement necessary changes to ensure compliance with critical regulatory and institutional requirements.

Key Responsibilities:

  • Conduct an in-depth assessment of Lone Star College s FSM PeopleSoft Security framework, including:
    • Documenting existing configuration roles and elevated rights.
    • Identifying access vulnerabilities, misconfigurations, and security gaps.
    • Reviewing and defining role ownership for annual attestation approvals.
    • Ensuring alignment with industry standards (NIST, SAO Access Control Guidelines, EDGAR, 2 CFR 200) and best practices.
  • Identify primary pain points including unauthorized configuration changes, improper process executions, and insufficient segregation of duties.
  • Provide a complete audit of configuration and high-risk components/pages, including current access levels, with recommendations for appropriate access restrictions.
  • Implement approved security enhancements to mitigate identified risks.
  • Evaluate and document potential improvements to the provisioning/deprovisioning process using Lone Star College s IAM tool, Rapid Identity, or propose steps needed for integration and role-based audits/reporting.
  • Assess and recommend the most appropriate framework Role-Based Access Control (RBAC) or Attribute-Based Access Control (ABAC) based on assessment findings.
  • Streamline and enhance the security request form and approval process.
  • Produce weekly status reports and deliver a final presentation summarizing findings, recommendations, and implemented changes.

Qualifications & Requirements:

  • Proven experience conducting comprehensive PeopleSoft Security assessments and implementing security enhancements within PeopleSoft Finance systems.
  • Expertise in identifying and remediating access control issues, security misconfigurations, and ensuring compliance with industry standards.
  • Hands-on knowledge of PeopleSoft Finance modules, understanding of configuration and high-risk pages/components, or equivalent PeopleSoft security experience.
  • Familiarity with IAM tools (Rapid Identity preferred, but experience with other IAM tools acceptable).
  • Proficiency in evaluating and recommending RBAC and/or ABAC security frameworks.
  • Excellent documentation and communication skills for presenting findings and recommendations clearly.
  • Ability to collaborate effectively with stakeholders, IT teams, and compliance personnel.

Preferred Qualifications:

  • Prior experience with higher education institutions or similar organizations.
  • Familiarity with compliance frameworks specific to financial systems in higher education.
  • Experience conducting security audits and attestations related to role management.

Project Management & Support:

  • Internal project management support will be provided; the consultant is expected to work collaboratively with the internal PM.
  • No training sessions or ongoing maintenance required; however, documentation of findings and recommendations is mandatory as instructed in the RFQ.

Budget & Engagement:

  • Pricing should align with the fees outlined in the original RFQ (LSC MSA, RFP 879, 2023) or lower. Please submit your best offer.

This is a contract-based engagement with defined start and end dates; no extension or follow-up work is anticipated.
