Job Title: Business Analyst

Project Summary:

This project aims to enhance the constituent experience when interacting with eligibility and enrollment processes across various agencies. Through iterative improvements, the initiative will integrate processes into an Integrated Eligibility and Enrollment (IE&E) program, providing a unified view for constituents to apply, manage, and receive notifications for benefit programs. The project includes:

  • Common Noticing Solution (CNS): Producing constituent notices
  • Common Portal (CP): Unifying access to benefit programs across multiple systems

Position Summary:

The Business Analyst will report to the Functional Lead and work closely with the IE&E CP PMO Lead to support key program initiatives, ensuring that deliverables align with program goals and meet the objectives of business stakeholders. This role involves:

  • Requirements gathering, design, development, testing, implementation, and ongoing operations
  • Acting as a liaison between business stakeholders, quality assurance teams, project managers, and technical teams
  • Ensuring effective business systems analysis and process redesign

Key Responsibilities:

  • Stay informed about stakeholder needs and program vision
  • Serve as the custodian of program objectives and business requirements
  • Create high-quality documentation within project timelines
  • Participate in Joint Application Development (JAD) workshops with SMEs, developers, testers, and stakeholders
  • Develop user stories and document business requirements
  • Publish and review Business Requirements Documents (BRD), Requirements Traceability Matrix (RTM), and test cases
  • Ensure complete test coverage and review test summary reports
  • Support stakeholders during each release and implementation
  • Track deliverables and approvals for ongoing enhancements
  • Utilize requirements, change, and defect management tools
  • Identify process improvement opportunities and suggest constructive changes
  • Serve as an SME for the program and contribute to documentation reviews

Qualifications & Experience:

  • Bachelor s Degree
  • 4-5 years of experience as a Business Analyst in IT applications
  • At least 2 years of experience supporting eligibility management for benefits programs
  • Experience in complex information workflows through Content Management Solutions
  • Strong ability to analyze and synthesize business requirements
  • Ability to negotiate and balance expectations of multiple stakeholders
  • Excellent communication, negotiation, and stakeholder management skills
  • Proven experience in information systems, business operations, and integration/design of solutions
  • Process-oriented with attention to detail, accuracy, and adaptability
  • Ability to work under pressure and tight deadlines
  • Advanced knowledge of Microsoft Office, SharePoint, collaborative tools (Teams, Zoom), and JIRA
  • Working knowledge of Agile SDLC processes
