Position Summary

The University Compliance Officer (CO) will report to the Vice President and General Counsel and will be responsible for implementing an annual risk-based compliance work plan. The CO will lead the compliance program in accordance with the Federal Sentencing Guidelines and the University’s strategic plan and mission. This position will serve as a resource to University leadership, and will provide assistance, coordination, support, and oversight related to compliance and ethics efforts and matters, related to all federal, state, and local laws as well as internal policies, while encouraging the highest ethical standards of conduct for those who represent the University and act on its behalf. While the primary responsibility for compliance efforts will remain in the individual units of the University, the CO will work closely and collaboratively with each unit to guide and build on existing compliance practices, such as: reporting; establishing standard policies and procedures; developing and implementing training; conducting verification/monitoring processes; effectively partnering with the Chief Internal Auditor on risk and compliance items that may require audit reviews; and working with appropriate parties across the University to take corrective actions as necessary.

Duties And Responsibilities

  • Hiring, retention, development, and oversight of an effective compliance team. This position will also be responsible for completing special projects and investigations at the request of senior leadership.
  • Proactively providing updates to the Vice President and General Counsel regarding compliance activities and work plan progress and proactively consult with the Vice President and General Counsel to resolve difficult legal compliance issues.
  • Preparing status reports and providing updates regarding compliance activities to the Stewardship Committee of the Board of Trustees.
  • Forming and maintaining collaborative relationships with University leadership/management to ensure timely communication of information related to compliance efforts, and compliance risk-related information.
  • Delegating compliance work to the compliance team, managing the performance of the team, and reviewing and editing compliance-related documentation prior to concluding project/initiative work.
  • Coordinating and monitoring University-wide compliance activities within a decentralized environment, establishing a compliance monitoring framework, and ensuring that a University-wide code of conduct is in place and is kept current, in collaboration with other University leaders.
  • Monitoring, in collaboration with other University leaders, compliance hotline submissions/other reported compliance/ethics concerns and related investigations, to ensure matters are timely and appropriately responded to and resolved.
  • Leading a University-wide compliance council consisting of employees responsible for regulatory and compliance issues.
  • Overseeing the University’s policy repository to ensure University-wide policies and procedures are available to pertinent members of the University community, and that there are appropriate processes in place to identify and escalate policies and procedures that require periodic review and updates.
  • Participating in committees to enhance University controls/operations, identify areas of risk, and to ensure compliance with regulations/laws.
  • Keeping abreast of changes to University policies and procedures; emerging risks/trends and regulatory changes pertinent to higher education; compliance profession related updates/changes; and, changes in local, state, and federal laws, as applicable.
  • Coordinating and interacting with entities performing external audits/assessments of the University.
  • Ensuring proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or as required.
  • Ensuring that the departmental budget is appropriately maintained.
  • Establishing and maintaining procedures for the compliance department.
  • Perform other duties and assist with projects as assigned.

Minimum Qualifications

Formal Education

  • Bachelor’s degree in Accounting, Finance, or Business Administration required. Advanced degree and pertinent certifications preferred.

Work Experience

  • 7-10 years’ experience in a compliance-related role including proven leadership success within an organization of comparable complexity. Experience in higher education and/or healthcare preferred.

Work Skills (e.g., written and verbal communication skills)

  • This position requires strong listening and communication skills to effectively present complex issues to leadership, and to obtain consensus on action plans. This position requires the ability to work collaboratively with all members of the University.

Equipment Knowledge

  • Moderate to advanced knowledge of Microsoft Excel, Word, and PowerPoint.

Preferred Qualifications

Physical Requirements and/or Unusual Work Hours:

  • Tools, machinery and equipment used: Laptop, printer, photocopier and fax machine
  • Office environment
