
Financial Management Specialist
- Approval of budgets and prepares funding requests for Survey and Design, administrative and program construction funds.
- Monitors, reviews, and analyzes the execution of approved budgets and resource management plans.
- Reviews all requests for expenditure of funds to ensure targeting to the proper account, availability of funds, and conformity with financial plans.
- Responsible for accumulating financial data and analyzing historical data to determine total expected annual program budgetary requirements.
- Analyzes processing flows, operations and financial systems, and standards and identify problems.
- Responsible for administering the CEU financial accounts in the Financial Systems Modernization Solution (FSMS) and travel authorizations and claims in the E-Gov Travel System (ETS).
- Serves as CEU Property Officer and is responsible for the effective administration and maintenance of the property accountability and control system using the Oracle Fixed Assets system in accordance with the Property Management Manual.

Qualifications
You qualify for the GS-11 grade level if you possess one of the following:
A. Ph.D. or equivalent doctoral degree
OR
B. 3 full years of progressively higher-level graduate education leading to such a degree
OR
C. LL.M., if related
OR
D. A combination of successfully completed post-Master education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

E. You qualify for the GS-11 grade level if you possess one year of specialized experience at the GS-09 grade level performing duties such as:
- Formulating/justifying/monitoring the execution of a financial reporting program;
- Solving a variety of accounting problems/issues arising from a single integrated accounting system;
- Recognizing developing changes & advising on alternatives affecting administration of the financial reporting program;
- Ensuring that accounting data & reconciliations are correct & ensuring the timely preparation of accounting ledgers/reports/reconciliations/analyses; determining the feasibility of accounting systems design & procedures.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS11grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following:
