
Attorney-Adviser
- Provides legal counsel to shape OSC's investment strategy, developing and directing comprehensive legal strategies, and managing the legal facets of investment operations.
- Leads the development and refinement of legal frameworks, documents, and policies for loan and loan guarantee programs. Ensures that all legal documentation is in strict compliance with federal regulations and aligns with the strategic objectives of the OSC. Upholds and enforces stringent legal standards to safeguard the organization's interests.
- Spearheads the legal due diligence process, encompassing drafting, reviewing, and negotiating transaction documents for loan and loan guarantees originated by the Credit Program Office. Manages the legal aspects of active transactions, including the formulation of restructuring and recovery strategies for defaulted loans. Provides expert legal oversight across diverse financing products, including corporate finance, asset-based lending, project finance, and loan guarantees.
- Advises on intricate legal and policy matters, interpreting pertinent legislation and regulations for the OSC. Aids in the formulation and implementation of legal policies that are congruent with OSC's strategic goals and federal law compliance.
- Manages the selection and oversight of external legal counsel to ensure their alignment with OSC's strategic and legal requirements.
- Collaborates with senior management to introduce and enforce innovative legal concepts and standards. Converts strategic objectives into practical legal programs and policies. Resolves complex legal issues, fostering an environment of collaboration and harmony. Actively participates in high-level teams, providing legal insights and strategies, and is esteemed as a primary legal expert in the organization.

BASIC EDUCATION REQUIREMENTS:
1. Must possess the first professional law degree, i.e. Bachelor of Laws (LL.B.) or Juris Doctorate (J.D.), from a law school accredited by the American Bar Association.
2. Must be an active member, in good standing, of the bar of the highest court of any one of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, the Trust Territory of the Pacific Islands, and any territory or possession of the United States.
3. This position requires you to have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector). Development and refinement of legal frameworks, documents, and policies for loan and loan guarantee programs supporting corporate, asset-based, and project finance transactions. Ensures that all legal documentation is in strict compliance with federal regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
