Job Description:
We are seeking an experienced Project Manager to lead the development of large-scale workflow software applications that enhance operational efficiency for permitting, inspections, roadway repair, bridge maintenance, and asset management. The selected candidate will oversee projects similar to those previously implemented, such as outdoor dining license applications, bike lane tracking, pavement marking management, and bridge maintenance workflow systems.
Responsibilities:
- Lead in-house and consultant development teams.
- Define project scope, schedules, budgets, and deliverables in collaboration with stakeholders and senior management.
- Apply project management methodologies for high-complexity projects.
- Monitor project activities and resources to mitigate risks.
- Supervise programming staff engaged in application development.
- Ensure on-time and on-budget project completion.
- Implement and maintain quality assurance processes.
- Identify and recommend technology solutions to meet business needs.
- Effectively communicate project expectations to team members and stakeholders.
- Create and maintain project plans, including tasks, milestones, and resource allocation.
- Set up Software Development Life Cycle (SDLC) processes (Agile Scrum/Waterfall/RUP).
- Utilize project management tools such as MS-Project, Jira, Primavera, Azure DevOps, and Microsoft Visio.
- Monitor change management plans and ensure quality assurance compliance.
- Identify and resolve project risks and conflicts proactively.
Minimum Requirements:
- M/WBE certification required.
- At least 10 years of experience managing medium to large-scale projects with multiple workstreams.
- Experience leading project teams of 15+ members.
- Skilled in acting as the point of contact for project status, reporting, scope changes, financial, administrative, and technical concerns.
Preferred Qualifications:
- Master s degree in management, engineering, or technology-related field.
- PMP Certification in Project Management.
- Strong decision-making and problem-solving skills.
- Excellent communication, leadership, and presentation skills.
- Experience with GIS tools and map integration.
- Familiarity with Wireless/Mobile/Disconnected applications.
- Prior experience with government projects and asset management system development.
- Working knowledge of programming languages and platforms.
- Proficiency in Microsoft Office Applications.
