ABOUT THIS POSITION

This is an exciting opportunity for a finance professional looking to deepen a career at the intersection of clean energy and social justice. The SE Finance Manager will contribute to managing Groundswell’s finances and awarding grant funds from the Environmental Protection Agency’s GreenHouse Gas Reduction Act (GGRF). This role will assist the Director of Organizational Finance with ensuring compliance with financial reporting, time tracking, invoices, and dissemination of the GGRF grants funds, which are properly allocated.

Leading with excellence, integrity, and a “support each other” mindset, the SE Finance Manager will be responsible for preparing and reviewing GGRF grant and project budgets, invoices, and financial reports. The SE Finance Manager will be an essential contributor to Groundswell’s finance team and will be responsible for upholding the financial management process and accuracy standards set by the Director of Organizational Finance.

Reporting to the Director of Organizational Finance, the ideal candidate is someone with at least two years of government finance account and billing experience, budget development experience, a keen eye for detail, and a passion for accurate record-keeping. Other essential skills that the SE Finance manager should have are proficiency in Microsoft Excel, familiarity with financial systems similar to Bill.com, Sage, and Unanet, and comfortability learning and working in other software platforms such as Salesforce. This position is also ideal for someone extremely detailed—and process-oriented.

The SE Finance Manager will be required to maintain the confidentiality of private and sensitive personal information on Groundswell’s finances. KEY RESPONSIBILITIES:

Core Activity (50%): Project Accounting Administration

Manage project accounting processes, including contract review for project setup, invoicing, budget analysis, and reconciliation of financial data for contractual compliance.

Prepare timely and accurate invoices for time & materials (T&M) and fixed price projects.

Follow up on overdue accounts receivable balances.

Assist in contract closeouts and ensure adherence to regulatory requirements. Review and audit employee expense claims for accuracy and compliance with contractual and regulatory standards.

Review and approve expenditures (vendor, consultant, subcontractor invoices) for assigned projects.

Collaborate with project managers on financial planning and reviews, including budget updates and monitoring financial risks and profitability.

Provide financial updates and guidance to project teams as required. Support audit activities for both internal and external clients.

Assist with employee expense inquiries and monitor non-billable costs, change orders, and adjustments to revenue and cost budgets.

Core Activity (50%): EPA GGRF Award Financial Management

Assist in the preparation of financial statements and associated reports for Groundswell's GGRF Award.

Support project setup, invoicing, budget analysis, and reconciliation for compliance and accuracy.

Track expenditures, manage accounts receivable and accounts payable processing related to GGRF Award activities.

Review and approve expenditures (vendor, consultant, subcontractor invoices) specific to the GGRF Award.

Assist project managers in financial planning, budget updates, and risk management for the GGRF Award.

Provide financial updates to project teams as needed.

Handle internal inquiries related to employee expenses.

Monitor unbilled analysis and collaborate closely with the Controller and Director of Compliance and Project Finance on GGRF finance and accounting matters.

ADDITIONAL RESPONSIBILITIES

Participate in the overall execution of Groundswell programs as a team member.

COMPETENCIES AND SPECIALIZED KNOWLEDGE

Minimum 2 years of relevant work experience in government project accounting and billing.

Bachelor's or Associate’s degree in accounting, finance, or related field required; equivalent job experience including invoicing for US Government agencies or quasi-governmental organizations may be considered.

Intermediate (or higher) proficiency in MS Excel.

Experience with Unanet and Sage DCAA Compliance software required.

Ability to work with complex data and apply government and commercial contract terms, requirements, and specifications.

Strong attention to detail and accuracy.

Excellent communication and customer service skills.

Strong organizational and time management abilities.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

WORK ENVIRONMENT

This position operates in a hybrid setting, requiring both in-office and remote work as per Groundswell’s re-entry plan.

POSITION TYPE AND EXPECTED HOURS

This is a full-time position. Days and hours of work are Monday through Friday, 9:00 a.m. to 5:00 p.m., and core hours are from 9:30 a.m. to 4:30 p.m. Occasional evening and weekend work may be required as job duties demand.

TRAVEL

Occasional regional travel may be necessary. Visits to Groundswell office locations may also be required.

REQUIRED EDUCATION AND EXPERIENCE

Bachelor’s degree in finance, accounting or related field

Relevant professional certifications, although not a requirement, are a plus. A solid understanding of financial and accounting principles

Experience working with government agencies or quasi-governmental organizations.

SUPERVISION

The SE Finance Manager will report to the Director of Organizational Finance.

COMPENSATION

Compensation for this position is within Groundswell's established pay band for Manager and includes a comprehensive employee benefits package.

BENEFITS

Groundswell pays 100% of the monthly premium for health, dental, vision, and long-term disability for full-time employees in accordance with Groundswell’s policy. Groundswell also covers 50% of spouses and dependents covered under the Groundswell healthcare, vision, and dental plan.

Matching 401(k) plan contribution by Groundswell up to 4% for employees who choose to contribute to Groundswell’s 401(k) plan, with immediate vesting.

Monthly development days to focus on professional development opportunities. $45 per month to reimburse cellular phone use for business purposes.

$75 per month to reimburse home internet access for business purposes.

Fifteen (15) paid vacation days per year; eight (8) sick days; and two (2) personal days. Vacation and sick leave accrue at the start of your employment, restart each year on January 1, and increase with tenure. Personal days begin after six months of employment.
