
Air Traffic Control Specialist
This position develops airspace policy and strategy; designs aeronautical charts and procedures; and leads international airspace coordination.
Serves as the project manager for Airspace Modernization Projects, performing multiple, varying, and complex technical assignments under minimal direction of the Operations Support Group Manager. Applies project management experience and comprehensive technical knowledge of the National Airspace System (NAS) and NAS change processes, as well as an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems.
Serves as a key advisor and authority on all airspace modernization projects, program status and execution to support air traffic operations. Provides leadership and strategic direction for developing policies, execution of project initiatives and standards related to the implementation of airspace modernization. Designs a comprehensive framework to enhance communication and standardize messaging throughout the stakeholders and Mission Support Services to increase consistency and accountability.
Collaborates on budget and staffing teams, Program Implementation Manager (PIMs) and other outside units to provide guidance and leadership of project status, implementation, communication, and execution of airspace modernization projects. Maintains an overall awareness of the development and implementation of airspace modernization project components within the Service Area. This includes budgets, staffing, timelines, cost effectiveness, and financial stability of the project.
Serves as the main point of contact for all project and program requirements to include community engagement, SALT consultation, senior leadership communication, along with other local and state dignitaries.
Evaluates conformance with airspace system requirements, and identifies and collaboratively resolves operational issues or opportunities. Maintains knowledge of NextGen technology and developments, and seeks to ensure that airspace design will accommodate or adapt to the implementation of new technology.
Ensures environmental review and safety risk management processes are integrated as appropriate with projects and programs, and are prepared in accordance with applicable laws, rules, and regulations. Utilizes comprehensive technical knowledge and experience to evaluate and assist in the operational planning, establishment, and execution of new and existing multifaceted airspace modernization programs and projects. Manages project schedules and validates performance metrics to determine status of project implementation and the effects of change on the NAS.
Contacts are internal and external. Represents the FAA in meetings and forums and serves as a focal point to address or resolve issues about airspace modernization matters and projects. Recommends organizational positions on major programs and issues to agency management. Prepares and reviews reports or policies for internal and external distribution. Participates in meetings, conferences, planning sessions, work groups and unplanned situations across all lines of business within the FAA, to include DOD, industry, state and local governments.
Works independently and exercises broad discretion to ensure that work is integrated with organizational objectives and policies. Agency managers accept work products as technically authoritative, though work is reviewed for success in achieving desired results, effectiveness, and alignment with agency goals and objectives. Uses knowledge of FAA policies and objectives to identify, define, and organize work for multiple work activities. Acquires and allocates resources to accomplish work activities within established schedules.

Qualifications
Applicants must possess at least 52 weeks of Specialized Experience in a military or civilian air traffic facility equivalent to the next lower grade level (FV-J, GS/FG-14). This experience should include experience in air traffic operations or experience as an air traffic controller or an air traffic manager. Experience in managing high level projects within an organization and achieving desired results. Experience analyzing complex aeronautical data which impact the National Airspace System (NAS).
Experience with project/program management is preferred.
