Job Description:

Under limited supervision, the IT Applications Manager ensures GDOT s applications operate effectively and efficiently. The successful candidate will supervise, guide, and instruct day-to-day operations of the staff, ensuring service and efficiency goals are met. This role also serves as a high-level subject matter expert, providing authoritative guidance for professional staff and supporting the software life cycle of GDOT applications, with a focus on task prioritization and activities.

This position will manage a team of 8-10 software engineers responsible for developing new applications and modifying existing ones.

While the intent is a long-term tenure, this position is subject to annual budget restrictions. The initial contract runs through the end of this fiscal year and is anticipated to be renewed on July 1, 2025.


Responsibilities:

  • Lead and manage a team of IT consultants/staff, providing guidance, support, and training.

  • Monitor and analyze the IT team s performance to ensure coding practices and final products meet GDOT standards.

  • Develop and implement best practices to ensure enterprise applications are supportable and maintainable.

  • Collaborate with architects to ensure proper software design implementation.

  • Evaluate and recommend software solutions to enhance GDOT s IT enterprise applications.

  • Work with project managers on project life cycle development and implementation.

  • Troubleshoot technical issues and guide the team in resolving complex technical problems.

  • Interview and hire qualified candidates for open roles within the department.

  • Generate daily, weekly, and monthly reports as required by internal and external clients and GDOT IT Management.

  • Develop and mentor staff to achieve high levels of competency.

  • Monitor staff performance and adherence to schedules to improve efficiency, identify training opportunities, and ensure proper coverage.

  • Stay updated on internal procedures and external client requirements.


Minimum Qualifications:

  • Bachelor s degree in Computer Science, Information Technology, or a related field.

  • Technical certifications preferred.

  • Five (5+) years of experience in an IT management, IT technical lead, or project management role.


Preferred Qualifications:

  • 5+ years of experience supervising or leading a support team.

  • Experience in custom applications or Commercial-off-the-shelf (COTS) product customization.

  • Hands-on experience in .NET technologies, including Kendo UI Telerik, C#.NET, Web API, REST API, JSON, SQL Server, Oracle, XML, HTML5, and AngularJS.

  • Experience with ServiceNow ITSM.

  • Familiarity with product management tools such as MS Visual Studio Team (TFS) Server using Agile (SCRUM).

  • Strong problem-solving, analytical, planning, and follow-up skills.

  • Proven leadership and project management abilities.
