  • Conducts detailed analysis of authorization and appropriation bills, develops U. S. Transportation Command (USTRANSCOM) Unfunded Priority List, and tracks congressional budget related Requests for Information, while communicating with all levels within the USTRANSCOM Enterprise from action officers to senior leaders.
  • Serves as an advisor to the Director, Program Analysis and Financial Management for briefings and products to Congress. Accompanies the Director to posture prep sessions.
  • Provides direction and oversight in developing and executing USTRANSCOM's Financial Management Strategy and analyzes command and national strategies to ensure alignment with Plannning, Programming, Budgeting and Execution.
  • Conducts special studies requested by Branch Chief or higher echelons to provide guidance, direction, or action on established policies, procedures, regulations, or directives.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial issues, and convey information on a variety of complex topics.

Qualifications

1. You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Researches and applies regulatory laws, policies, procedures, standards, and
    principles on financial related matters and for use in budget preparations
    and operations.
  • Knowledge of DoD PPBE processes/requirements; regulations/rules and issue analysis to negotiate command positions and alignment with strategy.
  • Develops financial procedures and policies for financial analysis to support management's
    business decisions.
  • Participates in resolution of controversial issues, and reports on progress in resolving critical issues.
  • Communicate effectively orally and in writing, to convey complex issues, provide training, and collaborate with others to resolve issues.

2. You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service, military, or private sector working closely with the supervisor in:
  • Researches, interprets, and applies regulatory laws, policies, procedures, standards, and
    principles to provide advice on financial related matters and for use in budget preparations
    and operations.
  • Experience with DoD PPBE processes/requirements; regulations/rules and issue analysis to independently negotiate command positions and alignment with strategy.
  • Develops financial procedures and policies for financial analysis to support management's
    business decisions.
  • Negotiates and resolves controversial issues, advocates proposals and recommendations,
    and reports on progress in resolving critical issues.
  • Communicate effectively orally and in writing, to negotiate, convey complex issues, provide training, represent the command at meetings, and collaborate with others to resolve issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
