Responsible for ongoing coordination of a Quality Improvement Program (QIP). Quality improvement is considered to be the direction, development, implementation, and evaluation of all activities necessary for assuring that the operations and programs are consistent with the criteria and standards for the highest achievable quality of the daily institution operation.

Coordinates the medical staff credentialing process.

Conducts training on the application of standards and identifying areas in which standards need to be developed.

Directs a risk management program to minimize the risk of personal injury to patients, staff and visitors and thereby reduce Bureau of Prison’s (BOP) exposure to liability or litigation.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staffs correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Basic Requirements:

Education:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

AND

In addition to meeting the Basic Requirements, applicants must have the following:

Education:

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

  • Experience that demonstrates knowledge of external health care accreditation organization standards, concepts, and methodology necessary for the administration of a Quality Improvement program.
  • Experience in coordinating, implementing, monitoring and evaluating quality improvement, and utilization review and risk management activities to ensure compliance with established operational procedures and external health care accreditation organization standards.
  • Experience in identifying and analyzing deficiencies and recommending corrective actions to management.
  • Experience in preparing correspondence, documents and responses related to policy issues, internal and external audits as well as assisting in the review and preparation of policy statements and various requests for information.

The representative rate for this position is $105,980 per annum ($50.78 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score of 68 must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
