Allegheny Science & Technology (AST) is seeking a Project Analyst to support our team in Bridgeport, West Virginia. The position will be working with an experienced development team dedicated to maintaining the strict requirements associated with operation and maintenance of a web-based program/project management application. The development team structure and performance hierarchy correspond to a process that ensures the integrity of the various stages of development and will work daily with Program Analysts to assist with their respective programmatic support responsibilities. Work will be performed under the general direction of the Senior Project Engineer and Development Team Project Manager.

The pay range for this position based on full-time employment is $50,000 - $100,000.

Duties & Responsibilities:
Documentation & Technical Writing
- Create, organize, manage, and maintain system documents, including user guides, ensuring they are accurate, up-to-date, accessible, and compliant with internal standards and external regulations.
- Translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.
- Develop and maintain various policies, standards, processes, controls, and workflows related to software asset management.
- Assist in coordinating Fiscal Year (FY) program preparation, new program setup, and creation of templates and checklists.
- Investigate potential system issues, provide clarifications, and support Program Analysts and their users with system-related inquiries.
- Support implementation, management, and usage of the program/project management application processes and procedures to aid in software tracking.
- Manage the creation, review, documentation, and analysis of requirements and requests from stakeholders and outside entities.
- Review software requirements, prepare test scenarios, execute tests, and prepare test reports.
- Assist in supporting the development process, maintaining operational integrity, and ensuring compliance with software security requirements.
- Provide help desk support as needed.
- Bachelor's degree and minimum of two (2) years relevant experience.
- Must have strong writing experience, particularly in technical writing, documentation management, or translating complex technical information into clear, accessible content.
- Ability to communicate effectively with both technical and non-technical stakeholders, engage with senior-level government officials, and solve complex problems.
- Experience with Microsoft 365 (Outlook, PowerPoint, Word, Excel, Project, SharePoint, Visio) or similar tools.
- Must have a willingness to learn IT-related skills, including software asset management, troubleshooting system issues, and supporting software testing and development processes.
- Ability to manage multiple priorities in a fast-paced environment, ensuring documentation and reporting requirements are met efficiently.
- Experience working in a federal environment or with federal stakeholders.
- Experience in a test environment, performing quality assurance testing on software functionality.
- Experience with project management.
- U.S. Citizenship is required.
- Must be capable of acquiring a DOE clearance.
- This is a hybrid position, and candidates MUST be located within commutable distance to our headquarters office in Bridgeport, West Virginia.
