  • Provide direct support to senior leadership in the areas of planning, business administration, policy formulation, decision making and management of the medical center's health care delivery system.
  • Establish requirements, perform planning and conduct feasibility studies involving space, equipment, logistics, budget, manpower and other health administration systems and procedures to determine the most effective utilization of medical center resources. Recommend and implement changes to processes and procedures to improve efficiency or to address new programs and requirements.
  • Assist in the budgetary process through analyses of historical information, workload data, resource allocation methodologies, evaluation of economic conditions, and provide advice on alternate budget and programming plans.
  • Responsible for all program activities related to public affairs, medical center suspense tasking and the overall administrative support provided to the medical center executive staff.
  • Serve as a resource to all subordinate organizations in the planning, coordination, improvement, and implementation of administrative and clinical programs. Collaborate with varied staff to effectively understand, research, and develop solutions whenever there is a significant mission or organizational change.
  • Assign work to subordinates, evaluate work performance, motivate, and lead subordinates, communicate performance standards, assign performance ratings, take performance-based corrective actions, hear, and resolve complaints, and provide instruction to employees on both work and administrative matters.
  • Represent the Director at extracurricular activities conducted outside the medical center that deal with public relations, community involvement, health care planning, inter-organizational cooperative sharing activities and regionalization.
  • Serve as a senior consultant on numerous medical center committees. Obtain information on health care requirements, resources, and goals. Develop mutually acceptable solutions to fulfill the functions of the committees and further the mission of the medical center.
  • Act as the liaison and coordinator for a wide range of visiting officials and groups. Prepare pre-survey questionnaires, operational data, trip reports and white papers for a variety of strategic, budget, and operational medical center issues.
  • Write medical center policies and operating procedural guidelines. Prepare executive-level correspondence such as white papers, responses to congressional inquiries and major resource request proposals to senior VA, public and private officials for the Director's signature.
  • Research data, develop reports and prepare responses to questionnaires and surveys from a wide range of VA and non-VA associations, councils and institutions. The development of required data often requires management and coordination between multiple facility programs, varied subordinate services and numerous supervisors.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below:
Education: Graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript Required). OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special provision for In-service Placement: The successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan (Submit a copy of the individualized training plan with your application). Such a training program must have been conducted in an operating health care system and included: o Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; o Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to the IOR applicants must also meet Specialized Experience
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge of the general principles of healthcare management systems and methods of organization and administration. Supporting and guiding management officials by analyzing, advising on and/or coordinating healthcare delivery systems, strategic planning, and clinical operations. Oversee and direct workflows related to clinical administrative activities within a department. Advise leadership with consistently updated reports on staffing, costs, and productivity. Analyze, extract, interpret, and evaluate metrics, trends and issues for data related to service operations. Applies high level knowledge to assist in improving service delivery, ensuring optimal operations, and managing administrative priorities.
