Signals Intelligence (SIGINT) Collection Requirements Manager
PotomacWave is looking for a SIGINT Collection Requirements Manager to join our team supporting a Federal client in Washington, DC. This position will provide national-level collection requirement systems expertise and support related to SIGINT. This role will be responsible for assisting in the planning and organizing of INT-specific integrated collection requirement strategies using complex, coherent and systematic intelligence collection campaigns employing national, theater and tactical assets against nuclear and energy-related targets worldwide.
This role includes working with a team of discipline specific and all source collection requirement managers to develop multi-discipline, department level collection requirement strategies in both complex and comprehensive generic templated approaches, as well as specifically focused ad-hoc methods. The ideal candidate will be able to perform a wide range of functions at the highest level of difficulty and complexity.
Responsibilities:
- Provide expert INT-specific collection management and requirements analysis on assigned target areas.
- Plan, organize, and lead the INT collection requirements efforts in using complex coherent and systematic campaigns against nuclear, science, technology, counterintelligence, and energy-related targets world-wide.
- Write, review, and submit National Level SIGINT requirements via the Unified Engagement Environment (UEE).
- Work effectively as a member of a diverse team, accepting and giving effective feedback, and collaborating with other collection requirement managers across the intelligence community.
- Develop and present intelligence collection requirement management strategies and approaches.
- Build, establish, and maintain relationships with key national, Departmental, IC and military partners.
- Represent the Department on SIGINT collection requirements subcommittees and working groups.
- Conduct assessments of the effectiveness of intelligence collection.
- Analyze Departmental and analyst needs to determine functional and cross-functional intelligence requirements and their relationship/performance against gaps.
- Direct and oversee entitlement management duties, including Gatekeeper.
- Develop and maintain the SIGINT entitlement missions and structures in Gatekeeper.
- Oversee access to new and existing Gatekeeper missions and entitlements for tools, data, and controlled reporting.
- Respond to requests for information via the Customer Service Request Portal (CSRP) regarding use of intelligence reporting in finished analysis.
- Evaluate, edit, and draft national level requirements for validation and approval via appropriate Community requirements tools.
Qualifications:
- A Bachelor's Degree from an accredited college or university in a related discipline with 5 years of professional experience preferred; or 3 years of professional experience with a related Master s Degree
- A minimum of five (5) years of experience in the desired collection requirement discipline (SIGINT) or operations management at the tactical, strategic, or national level preferred.
- A strong overall collection requirements background with a thorough understanding of the National Intelligence Priority Framework (NIPF), relevant National Collection Directives, report generation and dissemination
- Have training and a working knowledge of discipline-specific collection requirements, evaluation, and tasking systems used by originators.
- Possess knowledge of, and skill in, applying advanced technical collection planning concepts, principles, practices, laws, regulations, and methods and techniques to include U.S. person reporting issues.
- Knowledge of the full spectrum of IC collection capabilities and accesses to include strengths and weaknesses of specific sources/agencies in a specific discipline.
- Extensive knowledge of the missions and functions of agencies within the Intelligence Community who specialize in the various collections.
- Ability to establish and maintain effective mission execution and interdepartmental and interagency coordination of the department s collection requirements, training, and tools.
- Experience in collection requirements portfolio areas, understanding customer requirements, with proven skills in developing metrics and measuring the effectiveness of a specific INT s usage in meeting departmental information gaps and collection strategies.
- Mastery knowledge of the roles, missions and functions of the SIGINT community and the principles, concepts, and methodologies of the U.S. national, theater, tactical SIGINT collection environment.
- Mastery and skill in coordinating diverse analytical gaps and addressing national level SIGINT priorities and SIGINT Information Needs (IN)s and Knowledge Gaps (KG)s.
- Successfully completed a discipline-specific training program.
- A mixture of tactical, strategic, and national-level experience with previous knowledge of the mission is desirable.
- The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination.
- Must have an active DOE Q or TS clearance.
Salary range $65,000 - $82,000
