The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after school programs.

What you’ll be doing:
This position is responsible for the development, oversight, and management of strategic and day-to-day program support activities of the program services team and is the Attendance Tracking System Product Owner. This position works in cooperation with the CCCAP Director to identify, develop, implement and interpret program regulations and policies. This position is responsible for managing special projects as assigned, which may include but is not limited to new program initiatives, information technology projects, program goals, data requests and collaborations with other programs or agencies. This position coordinates and oversees program support for data requests, county business office staff and child care providers which includes but is not limited to providing technical assistance on business office functions within counties, provider support and recruitment, Qualified Exempt provider applications and compliance, and Attendance Tracking System support for providers and clients. This position is also responsible for the development of standard operating procedures, program memos, county communication, provider communication and client communication. In addition, this position supports the identification and development of training materials for county business office staff, providers, and clients. In addition, this position plays a critical role in the setting of provider reimbursement rates and approval of County Rate Plans

Major Job Duties Include, But Are Not Limited To
- Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels, and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
- Establish work schedules, and review and approve work time and absences.
- Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates, and hire.
- Recommend promotions and changes in pay, and submit PEAT actions.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
- Identify training and developmental needs, and provide training as needed.
- Provide feedback and coaching, write performance plans, and sign performance evaluations.
- Collaborating with other offices and divisions on various projects, initiatives and work;
- Coordinating the review and approval of County Rate Plans
- Coordinating the review and approval of county business office policies including the use of contract for slots
- Reviewing and approving training materials for counties and child care providers
- Providing expertise in training development coordinating, reviewing and approving county TANF quality transfers
- Collaborating with the CCCAP Training Team to design training for county workers that address training needs
- Manage internal and external communications to ensure all stakeholders, especially providers,,are aware of important changes or information regarding CCCAP
- Support unit staff regarding any procurement processes or fiscal needs
- Work with other operational units in the Department to support the business functions of the CCCAP Division
- Oversee the work of the CCCAP Program Services team
- Delegate work to the CCCAP Program Services team
- Oversee the development of new standard operating procedures (SOPs) and updates to existing SOPs and policies that guide the work of the CCCAP staff
- Regularly update SOPs and policies to ensure relevancy
- Ensure staff adheres to policies and procedures established by the unit, division, department and state
- Support the CCCAP Allocation Committee
- Support and lead internal team processes for CCCAP provider rate setting
- Coordinating with the Program Integrity team to provide technical assistance to counties to resolve action items identified through county monitoring and quality assurance reviews
- Coordinating and providing technical assistance for counties on policy interpretation, the qualified exempt provider process and business office functions
- Coordinating and providing technical assistance for counties on systems functionality
- Using program expertise to develop training material in partnership with the provide input on identified through county monitoring, quality assurance reviews and support tickets
- Providing technical assistance to counties on structure and system access roles
- Developing county policy templates and providing technical assistance to support counties in the creation of program policies and processes
- Providing technical assistance to counties on the use of quality transfer funds
- Providing technical assistance and training to child care providers
- Supporting counties in CCCAP provider recruitment and
- Oversight of Program Services support for ATS Helpdesk

What you’ll be doing:
This position is responsible for the development, oversight, and management of strategic and day-to-day program support activities of the program services team and is the Attendance Tracking System Product Owner. This position works in cooperation with the CCCAP Director to identify, develop, implement and interpret program regulations and policies. This position is responsible for managing special projects as assigned, which may include but is not limited to new program initiatives, information technology projects, program goals, data requests and collaborations with other programs or agencies. This position coordinates and oversees program support for data requests, county business office staff and child care providers which includes but is not limited to providing technical assistance on business office functions within counties, provider support and recruitment, Qualified Exempt provider applications and compliance, and Attendance Tracking System support for providers and clients. This position is also responsible for the development of standard operating procedures, program memos, county communication, provider communication and client communication. In addition, this position supports the identification and development of training materials for county business office staff, providers, and clients. In addition, this position plays a critical role in the setting of provider reimbursement rates and approval of County Rate Plans
Major Job Duties Include, But Are Not Limited To
- Plan, prioritize, assign, analyze, and monitor workflow, and maintain appropriate staffing levels, and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
- Establish work schedules, and review and approve work time and absences.
- Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates, and hire.
- Recommend promotions and changes in pay, and submit PEAT actions.
- Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
- Identify training and developmental needs, and provide training as needed.
- Provide feedback and coaching, write performance plans, and sign performance evaluations.
- Collaborating with other offices and divisions on various projects, initiatives and work;
- Coordinating the review and approval of County Rate Plans
- Coordinating the review and approval of county business office policies including the use of contract for slots
- Reviewing and approving training materials for counties and child care providers
- Providing expertise in training development coordinating, reviewing and approving county TANF quality transfers
- Collaborating with the CCCAP Training Team to design training for county workers that address training needs
- Manage internal and external communications to ensure all stakeholders, especially providers,,are aware of important changes or information regarding CCCAP
- Support unit staff regarding any procurement processes or fiscal needs
- Work with other operational units in the Department to support the business functions of the CCCAP Division
- Oversee the work of the CCCAP Program Services team
- Delegate work to the CCCAP Program Services team
- Oversee the development of new standard operating procedures (SOPs) and updates to existing SOPs and policies that guide the work of the CCCAP staff
- Regularly update SOPs and policies to ensure relevancy
- Ensure staff adheres to policies and procedures established by the unit, division, department and state
- Support the CCCAP Allocation Committee
- Support and lead internal team processes for CCCAP provider rate setting
- Coordinating with the Program Integrity team to provide technical assistance to counties to resolve action items identified through county monitoring and quality assurance reviews
- Coordinating and providing technical assistance for counties on policy interpretation, the qualified exempt provider process and business office functions
- Coordinating and providing technical assistance for counties on systems functionality
- Using program expertise to develop training material in partnership with the provide input on identified through county monitoring, quality assurance reviews and support tickets
- Providing technical assistance to counties on structure and system access roles
- Developing county policy templates and providing technical assistance to support counties in the creation of program policies and processes
- Providing technical assistance to counties on the use of quality transfer funds
