Job Summary

Under general direction, is responsible for estimating the materials needed, time for completion, and associated cost for the building maintenance services of City facilities by organizing and planning activities of electrical, HVAC, carpentry, plumbing, painting, and other trade staff. Exercises direct supervision over assigned staff.

  • 8:00 AM to 5:00 PM, Monday - Friday (Subject to change based on event days)
  • Additional hours as needed to include nights, weekends, holidays, event days

Essential Job Functions

  • Performs site assessments to estimate materials, costs, and time needed to complete maintenance and/or repair projects.
  • Develops detailed project plans and schedules for buildings requiring maintenance and/or repair.
  • Provides work direction and leadership to assigned maintenance projects, including scheduling and assignment of duties for project management efforts.
  • Assesses, plans, and directs maintenance services for preventive and corrective projects.
  • Develops maintenance schedules and requirements for all equipment and personnel.
  • Reviews paperwork generated by staff and required by City policy and directives.
  • Coordinates with subordinate employees and other City staff to prioritize maintenance work assignments.
  • Directs contracted projects to verify adherence to specifications and budget restraints.
  • Prepares and submits assigned operating and management reports.
  • Submits recommendations on budget requirements based on building needs.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High School diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency)
  • Nine (9) years of experience of building maintenance operations, to include (5) years of supervisory experience
  • Valid Class 'C' Texas Driver's License.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of construction cost estimation techniques.
  • Knowledge of electrical, HVAC, carpentry, plumbing, and painting principles and techniques for commercial and industrial buildings.
  • Knowledge of HVAC control systems to include pneumatic and electrical controls.
  • Knowledge of principles and practices of supervision and training.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of current building codes, practices, procedures, equipment, and supplies used in the building maintenance trade.
  • Skill in construction cost estimating.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to develop preventative maintenance for the operation and maintenance of building equipment.
  • Ability to develop work standards and maintenance programs.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to direct the activities of a large group of employees.
  • Ability to exercise independent judgment.
  • Ability to communicate clearly and effectively.
  • Ability to assess multiple building systems, such as roof, building envelope, utilities, and HVAC and electrical systems.
  • Ability to perform all the physical requirements of the position with or without accommodations.
  • Working conditions are inside and outside environment with possible exposure to adverse weather conditions, dust, chemicals, confined spaces, heights, and uneven grounds.
