
Senior Budget Officer/Specialist - REMOTE

Location Requirement: **This is a remote position.
The primary purpose of this position is to provide financial management for the NC Health Information Exchange Authority (NC HIEA), including its federal financial participation programs with the NC DHHS Division of Health Benefits and the Centers for Medicare and Medicaid Services.
Monitor organizational spending to ensure alignment with the approved budget with a specific focus on
Medicaid-related programs. Assist with expense projections and provide regular updates to leadership.
Assist with federal and private grant management, ensuring compliance with requirements and maintaining accurate financial records.
Work with program and project managers to develop and manage the organization s budget. Ensure alignment with operational and policy objectives and state and federal regulations in collaboration with the NC HIEA Executive Director and NCDIT Budget Office.
Analyze spending and revenue trends to identify cost savings or revenue enhancement opportunities. Perform cost-benefit analyses for federal partners and potential service vendors.
Support the development and implementation of health care provider financial supports for HIE Medicaid services and cost recovery models for specific services.
Required Skills:
Experience managing federal or private grant funds, including compliance and reporting. |
Experience managing financial aspects of healthcare IT programs |
Background in managing federal grants |
Experience developing cost recovery models and/or financial incentive programs |
Desired Skills:
Experience in budgeting and financial record-keeping, with a strong understanding of public sector budgeting processes. |
Familiarity with state government budgeting and financial policies, particularly in North Carolina. |
Ability to analyze spending and revenue trends, conduct cost-benefit analyses, and make data-driven financial recommendations. |
Ability to work effectively with internal teams, state agencies, and external stakeholders to align financial management with organizational objective |
Ability to prepare clear, concise financial reports and presentations for technical and non-technical audiences. |
