Overview:
We are seeking an Advanced Planning Document (APD) Expert (Federal Funding Specialist for HHS & FNS) who will support our client. This is a part-time role requiring full-time hours during the creation and submission of the APD. The ideal candidate will have significant experience and knowledge in managing federal funds, ensuring compliance with complex regulations, analyzing financial data, and providing guidance and support to ensure efficient program implementation. Expertise in federal funding programs for HHS and FNS is required.
Duties:
Assist with the creation and submission of the Advanced Planning Document (APD) for the IES Program funded by the Department of Health and Human Services (HHS) and USDA Food and Nutrition Service (FNS).
Manage funding to track, report, and ensure the proper use of funds in compliance with federal regulations
Assist in the preparation, monitoring, and reconciliation of budgets for HHS and FNS related programs
Ensure compliance with all relevant federal regulations
Assist in audit and risk assessments of programs funded by HHS and FNS programs to mitigate any potential misuse of funds.
Analyze and prepare financial data reports, including tracking spending trends and forecasting funding needs to ensure alignment with funding guidelines.
Troubleshooting problems to deliver solutions for potentially complex funding issues.
Mandatory Qualifications:
BA in public administration, business administration, accounting, public policy, or related field.
4 7+ years of experience
Experience in federal funding management and compliance
Must be knowledgeable of and have experience in federal funded programs, specifically HHS and FNS programs
Financial management:
Expertise in regulatory compliance with federal regulations
Experience in developing and interpreting policy related to federal funding; providing guidance on regulations, rules, and compliance requirements
Experience using grant and budgeting systems or other federal funding tracking tools.
Experience collaborating and communicating with stakeholders
Up to date on the current legislation, regulations, and best practices for federal funding and HHS/FNS programs.
Desirable Qualifications:
Experience with preparing, monitoring, and reconciling budgets for HHS and FNS programs
Strong skills in analyzing financial data, preparing reports, and solving complex funding issues.
Knowledge of the FNS 901 handbook
