
CIS Technical Project Manager
Position Overview / Statement of Work
The IT Project Manager is responsible for leading technology projects and operations enhancements in the Department of Revenue (IT), with a focus on business process improvement. The person in this position will work closely with WRB and PWD subject matter experts and the Office of Innovation and Technology (OIT) conducting activities related to successfully gathering project requirements and participating in the discovery, requirements, design, development, deployment, and operations phases of technology projects within the Department. The Information Technology group at the Department of Revenue (Revenue IT) is responsible for supporting and maintaining systems and applications used by employees. The IT Project Manager will play a critical role in ensuring the successful implementation of a modern CIS solution by managing technical requirements, integrations, and system transitions.
Key Responsibilities
- Oversee and manage the IT portion of the CIS replacement project, ensuring alignment with business and operational goals.
- Collaborate closely with the Operations Project Manager, vendor project management team, and key stakeholders to facilitate project needs and system implementation.
- Coordinate system integrations, data migration, security, and infrastructure requirements for the new CIS platform.
- Identify and mitigate technical risks, ensuring a smooth transition from the existing system to the new solution.
- Manage timelines, resources, and deliverables while maintaining compliance with organizational and regulatory standards.
- Provide regular updates and reports to executive leadership and stakeholders on project progress, challenges, and milestones.
- The Project Manager position will be assigned to the Revenue IT group and will support the CIS replacement initiatives and related projects. The Project Manager will report directly to the Information Technology Program Manager of Department of Revenue (IT).
Required: Skills/experience of the assigned staff
Project Management & Leadership
- 10+ years of IT project management experience in large-scale CIS implementations or enterprise system replacements.
- Strong understanding of billing systems, customer information systems, data migration, integrations, and IT infrastructure.
- Strong ability to lead large-scale CIS system replacement projects from initiation to completion.
- Proven experience in managing cross-functional teams, vendors, and stakeholders in a complex IT environment.
- Expertise in project planning, scheduling, budgeting, and resource allocation for enterprise IT projects.
- Excellent leadership, communication, and stakeholder management skills.
- Ability to drive projects within scope, time, and budget while managing competing priorities.
Technical Expertise
- Deep understanding of Customer Information Systems (CIS), particularly utility billing systems and enterprise applications.
- Experience with data migration, system integrations, APIs, and middleware solutions to ensure seamless system transition.
- Familiarity with cloud-based and on-premises IT infrastructure, databases, and cybersecurity best practices.
- Knowledge of software development lifecycle (SDLC) and agile or waterfall methodologies for IT projects.
Stakeholder & Vendor Management
- Strong skills in stakeholder engagement, communication, and collaboration with business units, IT teams, and executive leadership.
- Experience managing third-party vendors, including contract negotiation, service-level agreements (SLAs), and vendor performance oversight.
- Ability to translate business requirements into technical solutions, ensuring alignment with organizational goals.
Risk Management & Problem-Solving
- Proficiency in identifying, assessing, and mitigating project risks and technical challenges to ensure minimal disruptions.
Change Management & Training
- Ability to drive user adoption and training strategies, ensuring a smooth transition to the new CIS system.
- Strong documentation skills for creating user guides, system documentation, and training materials.
Highly Desired/Preferred
- Project Management Professional (PMP), PRINCE2, or ITIL certification is highly desirable.
- Bachelor s degree in Information Technology, Computer Science, or a related field (Master s preferred).
- Experience with CIS vendors is a plus.
- Familiarity with regulatory compliance in utilities or municipal IT environments.
- Familiarity with water utility billing systems or municipal IT environments is a plus.
- Ability to troubleshoot system implementation issues, working closely with IT teams and vendors for effective resolutions.
- Experience in disaster recovery planning, business continuity, and system rollback strategies.
- Experience in organizational change management (OCM) to facilitate process improvements and stakeholder buy-in.
