II. Essential Tasks
Work with Project Engineers (Technical Project Managers) and other team members to facilitate a
comprehensive communications infrastructure design package for construction and implementation.
Layout, review and validation of preliminary conceptual desktop route designs in Google Earth Pro
and ArcGIS Online to facilitate budgeting, cost estimating, field engineering, and permitting
requirements.
Meet with clients, customers and facility owner representatives in the field and on site to review and
document premise connection design requirements including site plan routing and design; building
entry requirements; interior cable raceway alternatives; and facilitation of connectivity from the
public right of way to the demarcation or point of termination at the facility.
Perform analysis to develop aerial and underground infrastructure route options; methods of
installation; optimal routing for potential customer connections including strategic vault and splice
point placement with considerations for present and future customer connectivity.
Support and facilitate submitting and evaluating One-Call Utility locates and compilation of records
maps to determine location of existing utilities and incorporate into underground designs with
accurate spatial relationship and depiction.
Travel throughout the network footprint in Oregon & Washington to facilitate and assist with
execution of fielding protocols to optimize route & design options; collect necessary aerial and
underground field data utilizing GPS data collection equipment and telescoping measuring devices
to document and facilitate permitting and CAD base mapping, drawings and designs.
Perform review and validation of collected aerial field data information including aerial joint-use
elements for pole attachment; power and 3rd party communications make-ready requirements; and pole structural loading analysis support.
Work with Infrastructure Support Specialists to validate permitting agency assessment and translate
field data and preliminary designs into permit drawing details and exhibit drawings for submittals.
Work with Infrastructure Support specialists to interface at a field level with permitting entities and
agency representatives in a manner necessary to gain trust and confidence for permit approvals.
Work with the CAD department to translate field survey data and preliminary designs for permitting
submissions and pre-construction plans used for cost estimating and budgeting.
Participate in agency utility coordination meetings and contractor pre-construction review meetings
to assist construction personnel and contractors with interpretation of design; approved methods of
installation; and permit agency requirements.
Support field verification of construction performance, production levels; milestones and technical
support during construction for design interpretation, clarification and modifications to design and/or
permits in the event of field identified variances to design.
Support inspection of completed construction projects for quality and compliance with design,
National Electric Safety Code (NESC); National Electric Code (NEC); customer requirements and
expectations; permit agency requirements and applicable engineering standards and specifications.
III. Qualifications
Experience, understanding and knowledge of Construction Drawings; Survey Data; GPS/GIS Data;
NESC; NEC; and general Utility Construction and Civil Engineering technical knowledge.
Experience with the aerial Joint-Use process with respect to aerial infrastructure design and
identifying the necessary requirements to successfully gain approval to attach fiber optic cable plant
and equipment to foreign owned utility poles.
Familiar with all aspects of utility poles and aerial field engineering with line design related to height
of attachment; clearance and space requirements; pole classification; guying and anchoring; cable
re-arrangements; span lengths and pole replacements.
Experience with design and engineering in the underground environment including various conduit
sizes and configurations; vault and handhole specification; active and passive cabinet layouts; fiber
optic cable raceways; slack storage and access points; and construction installation methodologies.
Familiar with design and engineering in the public rights of ways; public utility easements; private
property easements; and private property right of entry requirements including prevention of conflict
with existing facilities, underground utilities and property boundaries.
Ability to measure and document legible field design notes and transfer to a design drawing layout
set to a specified scale and with spatial accuracy and neatness with various design tools. Good
hand drafting skills, lettering and neatness are required for field notes and preliminary design.
Travel will be necessary and required primarily within the Pacific Northwest with a combination of
office related design work; client meetings; site visits; and production field work, sometimes in
adverse seasonal weather conditions.
Safety and Security - Observes safety and security procedures; Determines appropriate action
beyond guidelines; Reports potentially unsafe conditions; Uses equipment and materials properly.
Attendance/Punctuality - Is consistently at work and on time; Ensures work responsibilities are
covered when absent; Arrives at meetings and appointments on time.
Quantifiable proficiency in the Microsoft Operating System environment and Microsoft Office
programs including Word, Excel, Outlook and Teams are required. Google Earth (KMZ) and/or
ArcGIS mapping environment experience is preferred.
Skilled in customer-facing situations as well as internal mentoring roles. Strong interpersonal and
organization skill sets; be comfortable in a dynamic, fast paced environment, and understand that
flexibility and accountability feed directly into customer satisfaction.
V. Education and/or Experience
Three (3) years prior work experience in fiber optic infrastructure engineering discipline (Aerial,
Underground & Premise) with an engineering / consulting / service provider or a minimum two (2)
years of experience combined with an Technical Associate's Degree or Technical College Certificate
in an engineering discipline.

**Considering where most of our work is a Portland resource willing to travel is OK, but ideal home base would be the gorge or Tri-Cities, Pendleton, Umatilla area.**
Pay and Benefits
The pay range for this position is $30.00 - $35.00/hr.
