Location of Position

Hybrid / Telework: This position is currently fully remote, with the understanding that it will transition to a hybrid work model in the near future with a minimum of two days per week in-office. Office location will be in Annapolis, MD. This job may also require commuting to various locations.

Main Purpose of Job

The Financial Data Analyst will report to the Deputy Director of Operations of the AIB, who along with the Executive Director, AIB staff, supports the Board, which consists of seven members appointed by the Governor with the advice and consent of the Senate. The Financial Data Analyst performs an essential function in evaluating local school system funding and expenditures and monitoring and assessing the progress made by state and local agencies as required by the Blueprint statute through collecting and analyzing and interpreting data from various sources. The Financial Data Analyst will facilitate the work related to the Blueprint Pillar(s) including financial data technical assistance and support shared professional learning. The Policy Analysts also collaborate with the AIB staff to evaluate and support each school system’s Blueprint implementation plan, with specific attention to financial data, ensuring alignment to the Blueprint Law. In addition, the Financial Data Analyst will interface with representatives from local school systems, State and local agencies, and stakeholders as an expert on the Blueprint Law related to their focus area.

The AIB is a fast paced, team working organization. The basic expectations of all AIB employees are to rapidly learn, take initiative, collaborate with team members, adapt to changes in work assignments, and effectively manage a high volume of work while maintaining excellent standards. The successful candidate will have excellent time-management skills, the ability to work well under pressure and in the face of several competing priorities, and superior interpersonal skills.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Position Duties

  • Develop and maintain knowledge of and expertise in the Blueprint for Maryland’s Future
  • Anticipate issues and trends that may be of interest to the AIB
  • For assigned area(s) of expertise, identify topics requiring technical assistance or shared professional learning and support their development
  • Create work products of high-quality and accuracy, in an effective and timely manner
  • Critically analyze reports and data in a limited timeframe to identify key takeaways, successes, and challenges regarding Blueprint implementation
  • Liaison with representatives in local school systems, State and local agencies, and other partners
  • Lead, engage, and/or serve as staff in topic-based workgroups, committees, and task forces providing administrative and policy support
  • Perform financial reporting and analysis to ensure compliance with the Blueprint for Maryland’s Future
  • Track and analyze annual school system expenditures as required by Blueprint statute
  • Compile and clean incoming data from various sources/systems, identify discrepancies and areas for improvement
  • Compile, analyze, and summarize disaggregated data to identify trends and expected outcomes achieved by the Blueprint
  • Prepare detailed financial reports and presentations, present findings clearly and effectively to the Board and partners
  • Stay up to date on of relevant laws, regulations, and standards that affect financial reporting and analysis
  • Perform other tasks as assigned

Minimum Qualifications

The successful candidate will have demonstrated many or preferably all of the following:

  • Excellent planning and organizational skills and ability to multitask
  • Experience meeting multiple deadlines – both short- and long-term – prioritizing tasks and managing time effectively
  • Excellent written and verbal communication skills
  • Stellar attention to detail
  • Ability to handle sensitive and confidential information with discretion

Education: A Bachelor's degree in Finance, Economics, Accounting, Business/Public Administration, or other related field from an accredited college or university.

Experience: Six years of experience in finance, budgeting, accounting, business/public administration or related fields with advanced proficiency in Excel.

Notes:

1. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Desired or Preferred Qualifications

Our ideal candidate will possess the following:

  1. A Master’s degree in Education, Public Administration, Policy or other related field is preferred.
  2. Proficient in using Microsoft Office Word, Excel, or similar software in creating/using templates, formatting documents, analyzing data/trend, etc.
  3. Experience in government budgeting, accounting, and fiscal analysis.
  4. One year of experience working in a hybrid or virtual environment including using cloud-based collaborative software and collaboration tools (ex Google, Office 365, Zoom, Microsoft Team).
  5. Knowledge of Maryland education laws, structure, systems and the Blueprint for Maryland’s Future.
