What We’re Seeking: DATCP currently has an opening for a Federal Relations Advisor (Administrative Policy Advisor) position with the Office of the Secretary.

Where We’re Located: The Prairie Oaks State Office Building is situated on Madison’s southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Telecommuting Option: This position may have the ability to telecommute. An approved telecommuting agreement is required before an employee may telecommute. Approval of the employee’s telecommuting agreement and work schedule will vary based on the operational needs of the department. Approved telecommuting locations must be within Wisconsin.

Position Summary

The Federal Relations Advisor serves as the primary department liaison for all federal legislative, budget, and policy issues affecting the Department of Agriculture, Trade and Consumer Protection (DATCP) and Wisconsin’s agricultural industry, under general supervision of the Assistant Deputy Secretary, and at the direction of and on behalf of the Secretary.

This position is responsible for the day-to-day monitoring of federal legislative actions and initiatives. The position is responsible for researching and analyzing complex federal policy and regulatory proposals that impact Department programs and the state’s economy. The position works both independently and as a member of a team. This position will also lead interdivision discussions to develop and implement federally related department-wide policy initiatives. The Federal Relations Advisor provides direct support to the Office of the Secretary and works directly with both internal and external groups regarding federal relations and policy matters.

Salary Information

The classification of this position is Administrative Policy Advisor, which is in schedule-range 81-03 with a starting pay of $42.00 per hour up to $45.00 per hour, commensurate with experience. Pay on appointment may vary according to the applicable pay transaction provisions of the compensation plan. Pay for current State employees will be set in accordance with the State Compensation Plan and Wisconsin Administrative Code. This position is not represented by a collective bargaining unit. A 12-month probationary period is required.

Job Details

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license, or the ability to provide one’s own transportation for work purposes, is required.

Occasional travel, including overnight, will be required.

Qualifications

Minimally qualified candidates will have each of the following:

  • Experience researching, tracking, and/or developing public policy, programs and/or federal law
  • Experience preparing reports and/or briefing documents for executive-level personnel (agency or company leadership, division administrators, or C-Suite personnel).
  • Experience delivering communications (presentations, outreach events, briefings, etc.) about policy or federal legislation to internal and external stakeholders with varying levels of understanding.

In addition, highly qualified candidates will have one or more of the following

  • Experience working with state or federal representatives, analyzing and interpreting legislation, and/or responding to legislative or constituent inquiries.
  • Experience analyzing policies, programs, and/or program initiatives in at least one of the following areas: agriculture, food safety, consumer protection, or the environment.
  • Experience leading and/or facilitating individuals or groups related to policy development and implementation (directing work initiatives, review of work product, etc).
