Summary: The Lending Compliance Auditor/Analyst is responsible for performing regulatory compliance duties under the direct supervision of the SVP Corporate Affairs/Compliance Manager, to assist in the development and maintenance of a strong professional Lending Compliance Program, assist in the implementation and maintenance of the Lending Compliance Program to meet the ongoing objectives of the Bank and to ensure that all banking rules, regulations, and statutory requirements are met.

Essential Duties And Responsibilities

  • This individual will be responsible for assisting in the development, maintenance, and oversight of the lending related compliance functions throughout the bank.
  • This will include monitoring the ongoing lending regulatory requirements, lending compliance review processes, policies and procedures and assisting in the training of the lending staff, as necessary, on changes in lending laws and regulations to assure ongoing adherence to all applicable laws and regulations
  • Compliance Policy Monitoring in the Lending Area:
    • Audit Schedule: Assists in the development and maintenance of the compliance audit plans, implement/coordinate the approved audit schedule to test all lending compliance regulatory requirements for relevant product types on a timely basis
    • In coordination with the SVP/Compliance Manager adjust the audit schedule, as needed, based on findings, new regulatory requirements, new products and/or services and high-risk issues
  • Reviews:
    • Conduct compliance reviews on a regular basis to ensure compliance with various lending regulations including Regulation B (ECOA), Regulation C (HMDA), Regulation BB (CRA), Regulation V (FCRA & ACTA), Flood Disaster Protection Act, Servicemembers Civil Relief Act and Military Lending Act, and other applicable lending regulations as assigned and associated compliance program requirements.
    • Performs risk and control testing, review of self-assessments from the various business units, and separate testing to validate the veracity of the self-assessments and ensure full compliance with lending applicable laws and regulations.
    • Analyzes results of monitoring and self-assessments and provides recommendations to mitigate the risk of future breaches. Generates written reports and obtains appropriate approvals prior to issuance.
    • Coordinates with management to ensure the required corrective action plans have been implemented and follow-up to ensure timely and accurate completion.
    • Tracks all emerging lending standards (Service Bulletins, Marketing/Product Alerts, Tech Alerts, and Customer Protection/Fraud Alerts) and performs compliance related testing/audits according to standards established.
  • Maintain up to date CRA Service, Investment, and Lending logs and supporting documentation.
  • Research and review regulatory proposals and final rules. Stay up to date on regulatory hot topics through reading and researching regulatory and industry periodicals and websites
  • Provide regular updates to impacted departments and coordinate implementation plans.
  • Regulatory Exams and Relations: Assist the Senior Vice President/Compliance Manager in coordinating the lending compliance portion of the OCC compliance examination
  • External Audits: Assist the Senior Vice President/Compliance Manager in the coordination of the lending portion of the annual External Audit
  • Maintain a strong working knowledge of all lending-related regulatory compliance laws, regulations, regulatory guidance, and industry best practices by reviewing industry publications, receiving compliance training, and networking with professional advisors, experts, and peers
  • Works with all business units, including IS, to develop ways to leverage technology to create efficiencies in discharging the audit/testing/self-assessment plan and the reporting of the results of the various reviews.
  • Participates in the creation and presentation of training materials for the business units.

Education/Experience

Required Experience:

  • Minimum of 1-year regulatory experience in the fields of audit, compliance, financial services, and working emphasis in Lending and Compliance Laws and Regulations.
  • Relevant experience within a financial services industry, specifically relating to compliance and/or prior exposure to compliance management program requirements is preferred.

Licenses/Certificates/Registration

CRCM certification desired.
