Job Summary

Performs at senior level highly skilled technical work in survey, inspection, complete administrative documentation and complex engineering reports. Inspects permit construction projects and recommends approval or disapproval of projects.

Performs duties relating to permitting as necessary including processing of multiple permit programs for any geographic

area within the District. Will be required to drive a State vehicle in the course and scope of state business.

Job Duties

Performs permit site inspections. Investigates reported/discovered Right-of-Way encroachments to determine technical aspects of violation and make recommended corrections. May issue notice of encroachment violations.

Confers with Construction Engineers and Contractors regarding construction in progress and its conformance to specifications and construction plans, answer questions and resolves problems.

Inspects highway construction on an ongoing basis to assure compliance with contract and with State and Federal standards.

Consults manual, rule book codes, or regulations in order to find exact required course of action, termination or authorization.

Inspects sites on proposed highway facilities in order to review all factors relating to proposals and to confirm or verify data as presented.

Helps permit staff review permit submittals, overseeing progress of permit processes, and preparing permits. Participates in AMS activities.

Provides consistent and positive customer service practices by continually communicating and educating customers. Organize and prioritize work assignments.

Other duties as assigned as related to the position.

Knowledge

Knowledge, Skills & Abilities (KSAs):

  • Statutes, administrative rules and policies pertaining to permits, ADOT requirements for design, construction and traffic control planning for all roadway features as outlined in ADOT Standards Specification, the ADOT Standards Drawings for construction as well as AASHTO and ADOT roadway design guidelines.
  • Principles and practices of civil engineering related to the construction of State highway road systems.
  • Knowledge of tools, equipment and materials used for highway construction.
  • Google Workspace (Gmail, Docs, Sheets, Slides, Forms, Chat, Calendar, Drive, etc), Microsoft programs (Word, Excel) and Adobe Acrobat.

Skills

  • Written and verbal communication in organizing and planning work assignments for optimal efficiency in researching, reading, evaluating and interpreting a variety of technical engineering documents such as survey data, highway plans, quality control documentation, and instruments relating to the acquisition and disposition of real property(includes deeds, easements, condemnations, right-of-entry and orders of immediate possession).
  • Interpersonal relationships with agency staff, employees, local governments, developers, consultants, and the public.
  • Computer skills.
  • Mathematics.
  • Time management.

Ability

  • Visualize impact of proposed encroachments and determine possible mitigations needed.
  • Use computer to perform records searches, data analysis, word processing and spreadsheets.
  • Use internet to research assessor's database, property records and GIS.

  • Remain calm and professional in stressful situations.
  • Be adaptable to changing conditions.
  • Self manage.

Selective Preference(s)

Two years experience in inspecting minor highway construction projects or performing administrative or advanced engineering and construction records maintenance or related duties.

A Bachelor's degree in Engineering Technology or closely related profession may be substituted for the required experience.

Pre-Employment Requirements

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Current Arizona Driver's License.

Must acquire ACI & ATTI certifications within 12 months of hire.

Must complete ATSSA technician and supervisor certification training within 12 months of hire.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
