Job Title: IT Sourcing Manager Application & Cloud Services Portfolio

Location: Providence, RI (Hybrid On-site 2-3 days a week)

Duration: 8 Months Contract with possibility of extensions

Role Overview:

As an IT Sourcing Manager will collaborate with IT stakeholders to lead, manage, and support procurement activities for IT solutions, focusing on applications and cloud services. This role involves managing end-to-end sourcing projects, contract negotiations, and vendor governance while ensuring alignment with organizational goals and policies.

Key Responsibilities:

  • Lead and manage IT sourcing projects from initial scoping, RFx drafting, evaluation, and contracting through completion.
  • Manage portfolio projects across IT Application Services: project development, enhancements, SaaS renewals, and application maintenance services.
  • Collaborate with IT Agency Managers and stakeholders (Legal, Procurement, Agencies) to deliver sourcing solutions.
  • Facilitate vendor selection processes, including drafting RFPs, evaluating proposals, and awarding contracts.
  • Negotiate and manage supplier contracts, renewals, amendments, and Statements of Work (SOWs).
  • Provide project plans, status updates, and vendor governance documentation.
  • Support contract governance and vendor relationship management, documenting and resolving issues.
  • Ensure compliance with relevant regulatory standards (SOX, security requirements).
  • Participate in contract negotiations with a focus on favorable IT terms and pricing structures.
  • Deliver weekly written status reports and participate in additional projects as directed by the Chief of Sourcing & Vendor Management.

Core Skills & Qualifications:

  • 12-15 years of IT experience, including 5+ years in IT Vendor Management and/or IT Sourcing.
  • Strong IT background with prior experience as an IT Project Manager or IT Account Manager is a plus.
  • Solid understanding of IT products & services from a contract, vendor management, and pricing perspective.
  • Proven negotiation and contracting skills, with knowledge of best practices and trends in IT contract negotiation.
  • Strong project and process management skills, with the ability to manage multiple contracts and vendors.
  • Familiarity with public sector procurement processes is highly desirable.
  • Knowledge of contracting trends, licensing models, and financial exposure management.
  • Strong analytical and communication skills, with the ability to think strategically.
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint.
  • Familiarity with tools such as Archer is a plus.

Deliverables:

  1. Project plans for each sourcing project.
  2. Draft and finalize RFPs, including scope of work and requirements.
  3. Facilitate proposal review and evaluation processes.
  4. Review and enhance IT contractual documents with stakeholder and legal inputs.
  5. Document vendor governance issues and actions.
  6. Develop negotiation plans and participate/lead contract negotiations.
  7. Provide regular weekly status reports.
  8. Perform other tasks as assigned by the Chief of Sourcing and Vendor Management.
