Job Description
The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining, and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The new Program Management Office under the Strategic Initiatives Division at OTI is responsible for three core areas:
Program Management
New York City agencies work on a significant number of individual IT projects, many of which are interconnected. The new Program Management Office will coordinate the activities between multiple projects included under the Strategic Initiatives Division to help New York City and OTI meet business objectives, achieve project goals, and stay on budget and on schedule.
Tech Assessments
In conjunction with relevant stakeholders, this team will put a spotlight on at-risk projects across the City by focusing on problem areas and pain points, develop actionable next steps to improve outcomes, and provide quality control. It will also work as part of a front-end planning unit where new projects can be systematically reviewed in collaboration with project sponsors to further develop scope and ensure the budget is adequate for the task, limiting last-minute additions and changes, allowing project initiation to proceed sooner, with greater clarity, and with fewer obstacles later.
IT Governance & Policy
The Program Management Office will also create standard processes and workflows in collaboration with other OTI Teams to overcome any roadblocks in the successful delivery of IT products and services. This team will also conduct field surveys and complete external research to identify best practices that could be replicated at OTI.
The Director of Program Operations will report to the Associate Commissioner for Program Management. Responsibilities will include:
- Lead working groups to support key initiatives outlined in the OTI Strategic Plan, providing project management expertise to ensure the successful achievement of deliverables and outputs.
- Oversee and guide strategic planning efforts across agency functions.
- Assess both agency-wide and program-specific processes to identify opportunities for improvement.
- Lead and grow the Program Operations team.
- Cultivate a culture of innovation and collaboration throughout the agency.
- Identify and prioritize improvement projects, defining project scope, expectations, and desired outcomes, while managing these initiatives to ensure successful implementation.
- Lead teams to address and resolve inefficiencies within the agency's processes.
- Monitor, track, and report on project progress, program metrics, and the long-term sustainability of improvements.
- Direct the development of corrective action plans for areas where procedures, goals, or operational targets are not being met.
- Communicate and collaborate across teams to share best practices and innovation strategies.
Hours/Shift:
Day - Due to the necessary support duties of this position in a 24/7 operation, candidate may be required to work weekends and/or nights
