The King County Parks Capital Planning unit is seeking two Land Use and Environmental Planners (Project/Program Manager III) to help to shape the future of public parks and recreational spaces while fostering sustainable and inclusive community development!

About the Role: In this role you will serve as a project and program manager, independently leading land use and environmental planning, project review, and permitting support for the Parks Capital Improvement Section. You will collaborate closely with government agencies, Tribal Governments, and regulatory entities to coordinate and advance Parks capital planning initiatives. Your responsibilities will include managing the development of park site management plans and feasibility studies, planning for Parks operations facilities, ensuring project compliance with the State Environmental Policy Act (SEPA) and other environmental regulations, and integrating an equity and social justice lens into all planning efforts.

This position performs work remotely and onsite.

The King County Parks system includes more than 205 parks, 175+ miles of regional trails, and 250+ miles of backcountry trails.

The Parks Capital Improvement Program (CIP) Section provides strategic direction, oversight, and delivery of capital projects. It includes planning, designing, developing, and implementing Parks’ capital portfolio of projects and programs, performing comprehensive capital project management of major repair/renovation projects/programs, regional trail development and improvements, and other capital improvements within the park and open space system while also stewarding all of the assets and managing the asset data within King County’s 32,000-acre system of parks and trails.

Job Duties

  • Support the CIP Section in planning, research, problem-solving, and coordinating projects on Parks property. This includes creating and preparing management and feasibility plans to evaluate and address both current and future project and facility needs, with a focus on equity and social justice principles.
  • Collaborate with other government agencies, tribal organizations, and regulatory bodies to address issues and work together on proposed projects, policies, and initiatives.
  • Assist with achieving SEPA Compliance, obtaining permits, and preparing environmental-related documentation for projects on Parks properties.
  • Procure, negotiate, and manage scope, schedule, and budget for consultant contracts that are used to support planning-related documents and plans.
  • Create and present briefings and presentations on capital project planning to supervisors, managers, elected officials, and the public.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • A combination of education and demonstrated progressively responsible hands-on experience in environmental sciences, natural resources management, urban/regional planning, biology/ecology, or related disciplines.
  • Demonstrated experience in independently preparing or reviewing documents, ensuring compliance with the State Environmental Policy Act (SEPA), and/or managing the permitting process for complex infrastructure projects in and around streams, wetlands, and other environmentally sensitive areas.
  • Demonstrated experience independentlyassessing data related to land use, facility needs, public infrastructure, community development, natural resources conservation, and similar.
  • Indepth understanding of laws and regulations related historic and cultural resources.
  • Experience creating and delivering presentations and briefings to management.
  • Deep understanding of the procurement, negotiation, and management of consultant contracts utilized for planning and design on capital projects.
  • Demonstrated experience reading and interpretating federal, state, and local code and regulations.

The frequency of onsite work is determined by business needs and may be adjusted accordingly. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
