Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour work week with typically office hours of Monday through Friday between the hours of 8:00 am and 5:00 pm.
The work associated with this position is currently performed or conducted through a combination of teleworking, onsite work, and meetings to include at least one in-office day per week and additional attendance as needed for events or business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

- Special events that span internal and external audiences (past examples include Metro’s 50th anniversary celebration, our Asian-American, Native Hawaiian, and Pacific Islander artwork unveiling, Pride month celebrations , and when Metro was awarded the Best Transit Agency award by APTA).
- Developing, supporting, and tracking conference and speaking opportunities for senior leaders.
- Providing strategic program management and communications support for Metro’s participation in conferences, community and industry events, senior leader speaking engagements.
- Coordinating and managing on-site tours for the public and special audiences.
- Developing storytelling and earned media around Metro’s senior leaders, the Long Game, our efforts, and Metro's brand.
Job Duties

- Design, plan, and manage large-scale events, media relations strategies, storytelling campaigns, budgets, and project coordination to align with Metro’s goals and ensure successful execution.
- Determine charter and scope of the project, assuring project is aligned with County/Department strategies, initiatives and business needs or values; set priorities subject to review by project sponsors; ensure project maintains compliance with all relevant State, Federal, local and King County laws and regulations.
- Manage and control day-to-day project activities, issues, risks, quality and budget; develop breakdown structures, schedules and budget and resource assignments; monitor and document progress of project; maintain auditable project files.
- Establish measures of success, acceptance criteria, and methods to track, control, and report status; determine financial and performance indicators and use evaluation of findings to redirect the project.
- Prepare and/or coordinate with appropriate staff.
- Supervise and lead project team members directly or through a matrixed staff structure.
- Prepare and give presentations to senior management on project schedule progress, current status and responses to identified issues and risks.
- Design, develop, and implement projects and internal and external events that range in type, scope, and size with both internal and external partners and sponsors.
- Support the development and execution of change management and communications strategies for Metro alongside the General Manager or senior leaders.
- Prepare senior management to present and speak on behalf of Metro at curated conferences, programs, and speaking opportunities.
- Write, edit, and develop communications plans and materials, such as talking points, issue briefings, presentations, and tools that make Metro’s internal and external events and activities visible and easy to track and plan for. This may require gathering, analyzing and synthesizing data.
- Perform other duties as assigned.
We are looking for candidates who have:
- A Bachelor's degree in a relevant field, such as Public Administration, Communications, Project Management, Marketing, or Business Management AND at least three to five (3-5) years of progressive experience in a position dedicated to project management, public affairs, communications, or a similar field, OR any equivalent combination of experience, training and education which provides the applicant with the skills, knowledge, and abilities required to perform the work duties and responsibilities of the position.
- Demonstrated experience in planning and executing large-scale and high-visibility events, including managing logistics and audience engagement strategies.
- Advanced specialized knowledge of change management and communication on behalf of large organizations.
- Advanced knowledge and skill in successfully managing projects using current project management principles, methodologies and processes; skill in organizing, planning and executing multiple large-scale projects from vision through implementation and preparing detailed and appropriate project documentation.
- Advanced skills in creating, monitoring, and reconciling budgets to ensure financial accountability and successful project outcomes.
- Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing decision makers in both operational and political environments, and working with the media.
- Skill in gathering, analyzing synthesizing and reporting data; skill in effective paper and report writing; skill in effectively presenting statistical and narrative information to non-technical stakeholders or audiences.
- Skill in collaborating, coordinating, problem-solving, conflict resolution, negotiating and decision making; handling multiple competing priorities.
- Skill in leading multi-discipline work teams; skill in working with a variety of individuals from diverse backgrounds.
- Ability to track and attend to details while keeping the bigger picture and larger strategies in play.
- Experience in project management and in mapping and understanding diverse audiences and stakeholders and building successful strategies, programs, campaigns, and events that celebrate, inspire, and motivate them.
- Professional experience in a non-profit/public organization and/or in a unionized environment.
- Certification in Event Planning or Project Management (e.g., PMP or similar).

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As the Special Projects Manager, you will:
- Design, plan, and manage large-scale events, media relations strategies, storytelling campaigns, budgets, and project coordination to align with Metro’s goals and ensure successful execution.
- Determine charter and scope of the project, assuring project is aligned with County/Department strategies, initiatives and business needs or values; set priorities subject to review by project sponsors; ensure project maintains compliance with all relevant State, Federal, local and King County laws and regulations.
- Manage and control day-to-day project activities, issues, risks, quality and budget; develop breakdown structures, schedules and budget and resource assignments; monitor and document progress of project; maintain auditable project files.
- Establish measures of success, acceptance criteria, and methods to track, control, and report status; determine financial and performance indicators and use evaluation of findings to redirect the project.
- Prepare and/or coordinate with appropriate staff.
- Supervise and lead project team members directly or through a matrixed staff structure.
- Prepare and give presentations to senior management on project schedule progress, current status and responses to identified issues and risks.
- Design, develop, and implement projects and internal and external events that range in type, scope, and size with both internal and external partners and sponsors.
- Support the development and execution of change management and communications strategies for Metro alongside the General Manager or senior leaders.
- Prepare senior management to present and speak on behalf of Metro at curated conferences, programs, and speaking opportunities.
- Write, edit, and develop communications plans and materials, such as talking points, issue briefings, presentations, and tools that make Metro’s internal and external events and activities visible and easy to track and plan for. This may require gathering, analyzing and synthesizing data.

We are looking for candidates who have:
- A Bachelor's degree in a relevant field, such as Public Administration, Communications, Project Management, Marketing, or Business Management AND at least three to five (3-5) years of progressive experience in a position dedicated to project management, public affairs, communications, or a similar field, OR any equivalent combination of experience, training and education which provides the applicant with the skills, knowledge, and abilities required to perform the work duties and responsibilities of the position.
- Demonstrated experience in planning and executing large-scale and high-visibility events, including managing logistics and audience engagement strategies.
- Advanced specialized knowledge of change management and communication on behalf of large organizations.
- Advanced knowledge and skill in successfully managing projects using current project management principles, methodologies and processes; skill in organizing, planning and executing multiple large-scale projects from vision through implementation and preparing detailed and appropriate project documentation.
- Advanced skills in creating, monitoring, and reconciling budgets to ensure financial accountability and successful project outcomes.
- Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing decision makers in both operational and political environments, and working with the media.
- Skill in gathering, analyzing synthesizing and reporting data; skill in effective paper and report writing; skill in effectively presenting statistical and narrative information to non-technical stakeholders or audiences.
- Skill in collaborating, coordinating, problem-solving, conflict resolution, negotiating and decision making; handling multiple competing priorities.
- Skill in leading multi-discipline work teams; skill in working with a variety of individuals from diverse backgrounds.
- Ability to track and attend to details while keeping the bigger picture and larger strategies in play.
- Experience in project management and in mapping and understanding diverse audiences and stakeholders and building successful strategies, programs, campaigns, and events that celebrate, inspire, and motivate them.
- Professional experience in a non-profit/public organization and/or in a unionized environment.
- Certification in Event Planning or Project Management (e.g., PMP or similar).
- Experience in Public Affairs or Communications that includes creating storytelling campaigns and managing external communications for high-profile events.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour work week with typically office hours of Monday through Friday between the hours of 8:00 am and 5:00 pm.
The work associated with this position is currently performed or conducted through a combination of teleworking, onsite work, and meetings to include at least one in-office day per week and additional attendance as needed for events or business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
