What You Will Do
The Child Care Quality Initiatives (QI) Specialist will perform complex to highly complex (senior-level) program development work for the CC&EL QI team. This work involves the development and implementation of the annual Texas Rising Star Early Educator Conference(s) for eligible participants. The QI Specialist works under supervision of the Quality Initiatives manager and works closely with the Conference Planning and Meeting Services department, with moderate to considerable latitude for the use of initiative and independent judgment.
This position involves travel up to 25% of the time (within the state of Texas) and the ability to carry/lift 15 pounds. This position may involve working hours other than 8:00am-5:00pm, Monday-Friday.
Candidates will be expected to complete a pre-interview questionnaire. Also, candidates chosen to interview should expect an in-box exercise as part of the interview process.

You Will Be Trusted To
- Be responsible for program-specific conference planning for the Texas Workforce Commission (TWC) Child Care and Early Learning (CC&EL) Division, from beginning to final reconciliation of payments.
- Serve as a liaison with the assigned program specialist with Conference Planning and Media Services for all duties related to conference planning for the TWC CC&EL Division.
- Support the assigned program specialist with Conference Planning and Media Services as necessary with bids, contracts, and billing of services applicable to conference(s) implemented.
- Stay abreast of emerging issues related to child care and early childhood education to identify applicable topic content of the conference(s).
- Maintain and monitor current project timelines, milestones, and documents or files, developed in consultation with the department and management, to ensure project remains on track.
- Assist in the development and coordination of registration for all Texas Rising Star Early Educator Conferences, to include notification and confirmation to participants, presenters, and staff.
- Attend pre-conference site visit(s) and the conference(s), as well as meets with hotel representatives (on-site and virtually) when necessary.
- Coordinate and communicate with internal and external partners regarding the conference(s) to ensure compliance with applicable federal and state policies and procedures for CCDF-funded activities.
- Represent the agency at meetings and conferences with federal, state, and local agencies or organizations.
- Perform other duties as assigned.
- Program Specialist III: One year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Program Specialist IV: Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.
- At least 2 years’ experience in conference planning.
- Field or work experience in an early childhood setting such as child care, Head Start/Early Head Start, or prekindergarten.
- Experience leading multi-level projects in a collaborative, team environment.
- Detail-oriented with strong organizational skills.
- Excellent written and oral communication skills.
