Purpose:

To clearly define the roles and responsibilities of the Deputy Chief of Operations Position.

Reports To:

Chief of Operations, Medical Director and Executive Board of Directors

Role:

To provide operational field supervision of staff in conjunction with the Chief of Operations.

Has direct responsibility for field operations and tasks as assigned.

Responsibilities:

Coordination of Operations

  • Maintain daily communications with Chief, crews on shift and Executive Director.
  • Ensures that all personnel are fully informed of and in compliance with all agency policies, procedures, and protocols.
  • Ensures all aspects of agency operations are in compliance with all Federal, State, Regional, and local rules, regulations, and laws. This is to be accomplished by staying current on developments and/or performing original research as necessary through periodicals, publications, the internet, and membership and participation in EMS organizations.
  • Actively participates in Board and general membership meetings.
  • Provides input and documentation related to disciplinary actions.
  • Provide patient care and/or drive service vehicles as needed.
  • Complete all additional reports and paperwork as required by policy and procedure or as assigned by the Chief of Operations or Medical Director.
  • Ensure that assigned staff conducts daily checks of vehicles, equipment, narcotics, and supply inventory.
  • Ensure that staff maintain a clean, professional appearance in accordance with policies (i.e.; Dress code compliance).
  • Implements and ensures staff participates in mandatory in-service and continuing education programs, in conjunction with the COO.
  • Act as Secondary Controlled Substance Agent as described in our Controlled Substance Plan.
  • Take part in interviews, as needed, in conjunction with the Executive Director and COO, to maintain staffing levels as needed.
  • Take part in and coordinate orientation activities as determined necessary by the COO, including BBP and OSHA training requirements.
  • Attends training sessions as assigned for improvement of medical, scene command, or managerial skills.
  • Maintains, after needed training, a working knowledge of both operational and administrative skills needed to ensure continuity of operations of the agency.

Supervision of Personnel

  • Coordinates field activities on assigned shift, delegates assignments as necessary, including but not limited to:
  • Ensuring all vehicles and equipment are available for service by requiring daily checklists to be completed
  • Ensure proper stock of equipment and supplies are available.
  • Ensuring cleanliness of vehicles, equipment and stations.
  • Monitors field events and takes action, as necessary, to ensure optimal performance. Suggests changes in policies or regulations that may interfere with the agency’s level of service, efficiency, and readiness.
  • Review and evaluate the performance of all field personnel based on policies, procedures, and job descriptions.
  • Initiate and actively participate in plans to improve personnel’s performance through training and development, and administering disciplinary actions as necessary.
  • Takes the lead in conducting in-service training and continuing education in conjunction with the COO and Medical Director.
  • Acquires specific training as deemed necessary to assist with upkeep of staff training requirements i.e.; CPR instructor, CIC, etc.
  • Participate in ongoing development of agency policies and procedures.
  • Provides personal follow up to any “unusual” situations that may occur as the result of a call, ie;
  • Elder, child, or animal abuse, drug involvement, unsafe living conditions, etc. Ensure interaction with the proper authorities as needed.

Scheduling

  • Collaborate with COO and Scheduling Coordinator to prepare schedules in order to maintain appropriate staffing levels on all shifts while maintaining good fiscal responsibility. This may be done in conjunction with a scheduling coordinator as deemed necessary.
  • Monitor schedule on a daily basis to ensure adequate coverage, making modifications and adjustments as necessary.
  • Resolve scheduling problems or conflicts as they may arise (i.e.; vacations, sick days, etc.). Maintain and update attendance logs as necessary. Notify COO and ED of any issues.
  • Monitoring of Operational Capability
  • Monitors the condition and availability of vehicles and equipment on a daily basis by reviewing checklists, repair requests, and stock inventories. Takes necessary action to correct issues or deficiencies. Update vehicle repair logs as appropriate.
  • Actively participates in the agency Quality Improvement by reviewing run reports on a daily basis and reports findings to the COO and Medical Director.
  • Takes necessary action to maintain established service standards and response times. Maintains ongoing personal familiarity with all operational aspects of the agency and the performance of the staff by answering calls on an as needed basis.
  • Provides oral and/or written reports as required by COO, Medical Director, ED, or agency SOP’s
  • and guidelines.

Internal Communication

  • In conjunction with COO and ED, acts as the liaison between agency management (Executive Board, Medical Director) and staff.
  • Communicate all agency policies and procedures, directives, and other information, as appropriate, to staff on an ongoing basis.
  • Identify and address internal or external conflicts and/or issues through communication and conflict resolution. Reports these situations to the COO and ED in a timely fashion.
  • Communicate directly and effectively with the Executive Director, Medical Director, COO, and Executive Board and staff.

Record Keeping and Reporting

Maintains logs, reports, records, and reviews various data including but not limited to the following:

  • Schedules
  • Quality Improvement
  • Training
  • Notices/Memos
  • Policy and Procedures
  • Incident reports
  • Operational checklists
  • Patient data including electronic PCRs.
  • Completes and maintains, in an orderly manner, all medical records of active duty staff.
  • Monitor compliance of individuals with all required vaccinations, immunizations, and blood borne pathogens training. Provides referrals as needed to members to ensure timely compliance.
  • Provide timely follow up to members as it pertains to exposures or other job related injuries or illnesses.

Patient Care Responsibilities

  • Meet requirements as stated in Policy Statement: Job Description 200.06 - EMTP - Paramedic, and be able to operate in this role as needed or assigned.
