This Federal Assistance Coordinator serves as an Administrative Officer II at the Division of Marine Fisheries. This position is the main point of contact for the Division's Federal Aid Program. Â This includes, but is not limited to, annual planning, documenting of projects, contract management, review of work (technical, program, financial), and reporting. Â Proper administration of the Federal Grants Program ensures its contribution to achievement of the Division's objectives through acquisition and analysis of research information, financial support of personnel, and operation of projects at various Division offices. Â In addition, this employee's role is to ensure the state remains eligible for participation in federal grant programs; confirms that projects submitted meet program standards and are consistent with fisheries management goals and objectives; verifies that project documents are submitted in a timely manner; coordinates the federal grant project with other state activities and those of other agencies; and ensures that the agency complies with all applicable federal laws and regulations.

Key Responsibilities

  • Manages all aspects of Federal assistance grant programs for the North Carolina Division of Marine Fisheries (NCDMF) with objectives that support fish and wildlife conservation, restoration, management, associated recreational benefits, and data collection for commercial fisheries.
  • Coordinates the preparation and submission of grant applications, assuring they are consistent with Federal assistance program requirements and standards; and are compliant with Federal and State laws, regulations, and policies.
  • Collaborates with Project Leaders through a variety of communication methods in order to prepare, review and submit annual and final comprehensive performance reports.
  • Works closely with the Federal Grants Fiscal Manager to develop project budgets, review expenditure reports, and identify and correct deviations in expenditures.
  • Monitors State legislation, regulations and policies that may impact North Carolina's eligibility to receive the benefits of the Sport Fish Restoration (SFR) grant program and other sources of federal assistance. Â When applicable, they will coordinate with other agencies to assure planned activities and obligations are in accordance with the program.
  • Limited, but annual travel may be required to attend in-state and out-of-state conferences and training events.
