Position Responsibilities

Key Responsibilities

  • Serves as the subject matter expert in all aspects of government grants and uses this expertise to ensure sound decision making and guiding the Enterprise in policy and training
  • Responsible for the accurate and efficient processing, expending, accounting, reporting, and auditing of grant funds, ensuring compliance with federal uniform grant guidelines
  • Work with stakeholders both internal and external to the City, respond to inquiries, and work with agency grant and finance staff to resolve grant issues and guide decision making
  • Responsible for generating program and funding opportunities through timely submission of well-researched, well-written and well-documented fundraising proposals
  • Oversee a team of grant specialists who are responsible for responding to City and County grant needs, identifying funding opportunities, writing and/or coordinating with appropriate agency staff on grant proposal submissions
  • Evaluates and determines program and cost eligibility for federal and state programs, review, analysis, and interpretation of grant award terms and conditions and providing guidance to assist with administrative and fiscal management of grant.
  • Responsible for approving legal grant documents, reviewing for compliance in relation to City-County policies and ordinance, federal regulations, and grant timelines, and signs on behalf of the Controller for availability of funding
  • Provides oversight related to the closeout of grants through draw down requests of funds from funders, approval of subrecipient claims, monitoring cash balances
  • Oversees the single audit functions, along with implementing corrective actions related to audit findings, assessing effectiveness of internal controls, and recommending changes when necessary
  • Responsible for providing to the entire City-County by disseminating any updates to grant guidance and regulations to other grant managers and agency leadership, setting policy on grant management, ensuring on-going grant training, and oversee the grants management software solution
  • Responsible for the professional development and training of new grant specialists and assist in training of new Enterprise grant staff
  • Setting the strategic direction for the grant’s division along with other OFM leadership
  • Must maintain confidentiality at all times

Qualifications

Minimum Qualifications:

  • Bachelor's Degree in Finance, Accounting, Business, Public Policy or related field.
  • Four (4) years of related work experience, OR at least two (2) years of experience as a Senior grants specialist with the Office of Finance and Management.
  • Must have expertise on federal uniform compliance guidelines.
  • Knowledge of grant award processes including fund solicitation, the pre-submission process, and the grant fund reporting process.
  • Must be able to present complex data and communicate clearly and effectively.

Preferred Job Requirements And Qualifications

  • Knowledge of City/County rules, regulations, government structure, and administrative procedures.
  • Management experience, preferably in a finance setting.
  • Significant professional experience in government employment with a preference toward local

This position requires strong independent judgement. The role requires willingness to take individual responsibility for weighty matters that affect the services provided by City-County government. While support from other staff and departmental leadership is available, grant administrator’s managers must have the confidence and good judgement to make decisions independently in a variety of settings.

In-depth knowledge of grant regulations . Grant Administrators, unlike more junior grant specialists, are expected to be proficient in all aspects of the grant process, financial systems, and regulations governing state and federal grants, including the grant award process from fund solicitation to grant fund reporting.

Leadership ability. This position often involves managing the work of more junior grant specialists. The grant administrator must be able to provide useful guidance, meaningfully delegate responsibility, and promote a collegial, respectful work environment.

Analytical ability and intellectual curiosity. This position faces a wide variety of eligibility issues and fact patterns. The position requires rapidly digesting new information, integrating it into an existing body of knowledge, and adeptly using research tools to acquire mastery of all the issues raised by each matter as it arises.

Proficiency at oral and written communication . This includes more formal work product like grant applications, presentations before Council, boards, or commissions, and memoranda. Grant administrators must also be skilled at more informal communications, including messages to agencies and departments, and communications with agency leadership.
