Job Summary

Responsible for the strategic development and management of areas such as security, emergency preparedness, telecommunications, and valet services for an assigned medical center and associated facilities. Ensures compliance with regulatory requirements, aligns security initiatives with institutional goals, and implements risk mitigation strategies to protect patients, visitors, staff, and assets. Foster collaboration with internal stakeholders and external law enforcement agencies to enhance the safety and security of all facilities.

Primary Responsibilities

  • Develop and lead a comprehensive security and emergency preparedness strategy that aligns with the mission, vision, and values of the University of Maryland Medical System (UMMS).
  • Serve as the primary liaison with local, state, and federal law enforcement agencies, ensuring effective coordination of security and emergency preparedness efforts.
  • Provide security training and certification programs in compliance with Maryland State legislation, including Crisis Prevention Intervention (CPI) and Guard Card training.
  • Ensure adherence to all regulatory compliance requirements, including CMS, Joint Commission, OSHA, NFPA, IAHSS, and ASIS, while implementing risk management protocols.
  • Oversee access control measures, including ID badging, keying systems, and security infrastructure to ensure patient, employee, and visitor safety.
  • Develop and manage operating and capital budgets for security, emergency preparedness, and parking services, identifying opportunities for process improvements and cost efficiencies.
  • Continuously assess the effectiveness of security, emergency preparedness, telecommunications, and parking programs through performance metrics, financial results, and customer feedback.
  • Conduct investigatory services related to criminal activity and workplace violence incidents in collaboration with Human Resources, Risk Management, Legal and law enforcement agencies.
  • Perform environmental and security risk assessments, developing response plans to mitigate identified threats.
  • Implement and maintain security technology, including surveillance systems, access control platforms, and alarm systems to enhance safety measures.
  • Perform other duties as assigned.


Qualifications

Education & Experience - Required

  • Previous experience managing security programs in a healthcare setting.
  • Bachelor's Degree in Public Safety, Criminal Justice, Emergency Management, Healthcare Administration, or a related field.
  • 7+ years of leadership experience in security, public safety, law enforcement, or emergency management.
  • Extensive knowledge of security operations, risk management, and emergency preparedness within healthcare or large-scale facilities.
  • Familiarity with regulatory standards including CMS, Joint Commission, OSHA, NFPA, IAHSS, and ASIS.
  • Proficiency in security technology, access control systems, and surveillance platforms.
  • ICS 100, ICS 200, NIMS 700, and NIMS 800 certifications (or ability to obtain within 90 days post-hire).


Education & Experience - Preferred

  • Master’s degree in a related field.
  • Certified Healthcare Protection Administrator (CHPA) or Certified Protection Professional (CPP).
  • Previous experience managing security programs in a healthcare setting.


Knowledge, Skills, & Abilities

  • Proven ability to lead and develop security teams while fostering engagement and accountability.
  • Strong collaboration skills, working effectively with clinical and operational leaders to enhance security measures.
  • Excellent written and verbal communication skills, with experience in public speaking and training delivery.
  • High-level problem-solving abilities to manage crisis situations, emergencies, and security threats.
  • Technical proficiency in security systems, surveillance technology, and incident reporting platforms.
  • Ability to analyze and interpret data to drive security enhancements and operational efficiencies.
